They are what we believe, what customers can expect, and how we deliver.<br><br><strong><u>Position Summary<br><br></u></strong>Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port &amp; pipeline expansions, and more.<br><br><strong>The work location can be Jubail or Ras-Al-Khair.<br><br></strong><strong><u>Summary<br><br></u></strong><strong>Major Responsibilities:<br><br></strong>Performs all tasks involved in the formation and award of contracts. Communicates with bidders and personnel within Project Team to establish clear definition of requirements and to assure performance to the stated project requirements. Assists and conducts meetings as needed to perform the work.<br><br><strong><u>Job Dimensions<br></u></strong><ul><li> Supervision Received</li><li> Reports to and receives supervision and guidance from Contracts Formation Lead or Supervisor. </li><li> Contacts</li><li> Maintains working relationships with contracts personnel and project discipline personnel in order to perform assigned duties. </li><li> Maintains working relationships with bidders involved with the performance of assigned tasks. <br></li></ul><strong><u>Essential Job Duties<br></u></strong><ul><li> Develops and issues contracts and services agreements as assigned by performing the following:</li><li> Prepares bidders’ lists (as required) </li><li> Pre-qualifies bidders (as required) </li><li> Forms bid request packages </li><li> Issues bid request packages in the e-RFP system </li><li> Coordinates bidders’ questions and answers to those questions </li><li> Post bid receipt, supports bid evaluation (commercial &amp; technical) </li><li> Prepares Bid Summary and conveys to the Bids Committee </li><li> Recommends and secures approvals in accordance with established procedures </li><li> Prepares contract documents for execution </li><li> Inputs status into various reporting documents </li><li> Prepares and organizes assigned Contracts sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.</li><li> Assists project team when instructed in addressing administrative problems on financial commitments, engineered technical specifications or various commercial conditions.<br></li></ul><strong><u>Job Knowledge<br><br></u></strong>Knowledge and/or experience in the formation of contracts and contract agreements, including types, terms and legal requirements.<br><br>Skill in working and communicating effectively, both orally and in writing, with other project functional groups.<br><br>Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.<br><br>General understanding of the project functional groups and company policies, procedures and work practices.<br><br><strong><u>Skills And Qualifications<br><br></u></strong><strong>Essential Technical: <br></strong><ul><li> University degree or diploma in Business, Accounting, Engineering, or related field. </li><li> Minimum 2 years’ experience in the bid, evaluate and award process of contracts. </li><li> Familiarity with contracting and purchasing principles and processes </li><li> Knowledge of construction, design services and O&amp;M types of contracts. </li><li> Competency in MS Office suite. <br></li></ul><strong><u>Essential Behavioral<br></u></strong><ul><li> Developed business writing skills, with strong command of the English and Arabic languages. </li><li> Effective oral communication skills. </li><li> Organized in documenting and record keeping. </li><li> Adaptability to differing cultures and environments. </li><li> Enjoys interacting with other project team members <br></li></ul><strong><u>Preferred Technical<br></u></strong><ul><li> 2 or more years’ experience in the bid, evaluate and award process of contracts. </li><li> Previous experience on integrated project(s) with a client. </li><li> Contract administration and/or claims experience. </li><li> Familiarity with government procurement law. </li><li> Training or hands-on experience with government e-RFP system, Etimad <br></li></ul><strong><u>Preferred Behavioral<br></u></strong><ul><li> Good presentation skills. </li><li> Flexibility in adjusting to workload and priorities. </li><li> Self-motivated, curious, and enjoys challenges. </li><li> Adherence to work schedule requirements. <br></li></ul><strong><u>Grade 23 – Minimum 2 Years Experience.<br><br></u></strong>Grade 24 – 3 to 5 years related experience.<br><br><strong>Shaping tomorrow together<br><br></strong><strong>Bechtel is one of the most respected global engineering, construction, and project management companies.
