Position: Contract Supervisor
Reports to: Roads – Land Mobility
Sector: Land Mobility
Job Location: NEOM
The Role Purpose:
Responsibility for the execution of the O&M (Operation & Management) contract on behalf of NEOM by providing effective supervision of contractors on site, ensuring timely delivery of deliverables in accordance with the Service Level Agreements and processing job orders to ensure NEOM receives value for money.
Key Accountabilities & Activities:
- Ensure that contractor(s) understand and comply with company policies and procedures
- Analyze potential risks involved with specific contract terms
- Stay up-to date with legislative changes and coordinate with the legal department as needed by escalating events of noncompliance
- Ensure all deadlines and conditions described in O&M contracts are met (e.g., maintenance programme, replacement of defective infrastructure, payments)
- Certify works and issue Practical Completion Certificates
- Final check and processing of payments
- Maintain organised system of physical and digital records
- Determine, where appropriate, when practical completion of works required is achieved
- Approve the quality of agreed materials to be used or provide instructions if there are discrepancies in the contract
- Ensure compliance with the routine and corrective maintenance programme of roads and infrastructure
- Prepare periodic reports to senior management on progress of works
- Manage the commissioning of works
- Undertake supervision and inspection of works
- Provide instructions to the contractor(s)
- Determine applications for extension of time
- Manage contract variation e.g., price, scope
- Keep records including records of site visits, correspondence, job orders etc.
Qualification
The candidate must be a professional and have a minimum of fifteen years’ experience in contract administration with an engineering background and fieldwork hands-on experience in roads maintenance or construction. Experience working with regional or state authorities managing road contractors could be an added advantage.
