Job Purpose & Scope:
• Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.
• Provides overall guidance from a Commissioning perspective toOwner’s, PMC andEPC Contractor’s personnel
from his area of responsibility to ensure that Commissioning and operational aspects of the Project are identified and implemented in theoverall Project execution strategy followed by close supervision to ensure that Project
objectives are met on time.
• Provides leadership to the Integrated Owner/PMC/EPC Contractor’s Commissioning Team.
• Coordinates all Owner required Training for Operations and Maintenance Personnel.
Principal Accountabilities:
• Champion the Project Safety culture, behaviors and engagement activities.
• Identifying, evaluating, and resolving Commissioning and Training issues during the EPC phase of the works.
• Ensure an effective safety plan on Construction Site during construction, pre-commissioning, commissioning and start-up of the Project.
• Seeking consultations with and assistance from the relevant PMC home office disciplines, as required.
• AttendingProjectweekly review meetings and monthly progress meetings and ensuretherecording of significant agreements reached and/or joint decisions made between all parties, relating to Commissioning and Training issues.
• Fostering an atmosphere of fruitful and activecooperation and team-work between PMC, EPC Contractor, and Owner’s responsible personnel, while maintaining a vigilant attention to the required standards and quality of work.
• Seeking agreements with the Owner on proceduresand requirements for closing outEPC Contractor site activities attheProjectcompletion.
• Coordinate with Licensorsfor Construction Site visits/inspectionsand Commissioning/Start-up assistanceat site.
• Review EPC Contractor’sPre-commissioning,Commissioning, Start-upproceduresand Training Plan.
• Review EPC Contractor’sand Owner/PMC Pre-commissioning, Commissioning and Start-up, integrated team organization, coordination procedures, manpower plans and schedules.
• Review all matters related toPre-commissioning, Commissioning and Start-upand provide Commissioninginput to 60/90% Model Reviewsand key Engineering reviews.
• Monitor the allocation ofall Commissioningresources in consideration of relative priorities to meet the overall Project scheduleandrecommend any appropriate corrective actionswhere shortage of resources might prejudice theworkprogram.
• Monitor the planned and actual delivery of equipment andmaterial to site and the handling, storage,
maintenance, preservationand installation of such equipment and materials.
• Review and approval ofCommissioning and Start-upPermit toWork and coordination with OwnerOperations and Maintenance personnelas necessary.
• Review andmonitor thework performed bytheEPC Contractor and monitor quality and compliance with Contract and Project Schedule.
• Ensure EPC Contractor compliance with drawings and specifications on all areas of the Project
• SupervisePre-commissioningactivities carried out bytheEPC Contractor.
• Monitor and coordinate the corrective actions and recommendation of the Pre-commissioning, Commissioning and Start-upwork performed by EPC Contractor.
• Verify that the work and corrective work is performed in compliance with the EPC Contract and Owner safety regulations and that workmanship of work and corrective work performed is in accordance with appropriate standards of quality.
• Monitor and audit the progress ofPre-commissioning, Commissioning and Start-up work at site against the Project schedule, using information provided in the EPC Contract and report to Owner any delays in the work and propose actions to correct such delays.
• Support the approval processof the Mechanical Completion and Ready for Commissioning Certificates.
• Monitor the compilation, and review the content, ofPre-commissioning, Commissioning and Start-up Method Statements,Work Packs and Close-outdossiers.
• Evaluate Project EPC Contractor claims forContractChangeOrders and/or Schedule extensions submitted by
• EPC Contractor with recommendation to approve/reject or modifyas appropriatewith respect to Pre-
commissioning, Commissioning and Start-up activities.
• Approve Project EPC Contractor`s physicalprogress reportsbased onwhich,progress payments will bemade,
with respect to Pre-commissioning, Commissioning and Start-up activities.
