Role Summary

To strengthen the technical expertise within the Water Transmission, Storage & Distribution (WTS&D) Department, there is a need for a Commissioning Engineer to support the Operations and Maintenance Team in providing quality assurance during the commissioning of key water network assets in the handover phase of construction. The role will also involve the process of plant or asset shutdown and re-commissioning of assets after they have been taken out of service by O&M contractors for routine or major repair and maintenance.

This key role will help ensure that NEOM Water Standards are satisfied during the commissioning of water network assets. The successful candidate will be required to work both in office and to visit the field and operational sites, to take part in progress meetings and to inspect/review commissioning method statements and ensure all relevant documentation is provided during the handover phase, ensuring that Heath, Safety, Quality & Environmental matters are adequately addressed.

The applicant must have the ability to forge strong working relationships with third parties (including but not limited to other NEOM sectors & departments, contractors and consultants).

Key Accountabilities And Responsibilities

  • Planning, inspection and QA of the commissioning of water pipelines, to include a wide range of diameters from 50mm to 2000mm and materials to include carbon steel, ductile iron and HDPE.
  • Planning, inspection and QA of the commissioning of fibre optic leak detection systems, to include DAS and DTS
  • Planning, inspection and QA of the commissioning of operational control systems, PLCs & SCADA systems
  • Planning, inspection and QA of the commissioning of rotary machinery, including water pumps and varying in size up to 5000kw and wider water pumping station operational equipment
  • Planning, inspection and QA of the commissioning of water reservoirs and tanks, of differing materials and varying in size up to 300ML
  • Manage the relationship with all stakeholders, including but not limited to NEOM Projects, Government Services, NEOM Operations, Consultants and Contractors
  • Constantly monitor and report on progress of commissioning activities for water distribution assets to Water Department
  • Ensure Water client responsibilities with respect to Health, Safety, Quality & Environmental are met during commissioning phase
  • Review designs, supervise on site commissioning activities, monitor installations, outline procedures, guide testing processes as well as track progress of activities
  • Preparation of commissioning requirements documentation and SOPs
  • Review and approve Quality Assurance and Quality Control (QA/QC) Plans
  • Review and approve commissioning method statements for wide range of water network assets
  • Review Health, Safety and Environment (HSE) Plans
  • Attend handover meetings representing Water Department as client
  • Attend site to review/inspect the construction of permanent works to ensure Water requirements are being met prior to commissioning.
  • Commissioning activity evaluations and assessment of results
  • Present reports defining project progress, problems and solutions related to commissioning activities
  • Facilitate the process of project turnover such as conducting walkthrough and manage all exception items.
  • Create and maintain comprehensive project documentation.
  • Track project deliverables using appropriate tools
  • Provide a clear and complete handover to project end users

Education & Experience

  • Relevant Engineering degree plus HAZOP, HAZID, CHAZOP formal training.
  • Minimum 15 years of experience in the water industry, of which a minimum of 10 years in a commissioning role (min. 5 years as a manager) for a wide range of water network operational assets
  • Strong experience in engineering design, commissioning, and operational roles
  • Broad knowledge of mechanical and electrical designs and operations of water network assets
  • Knowledge of water quality requirements and disinfection materials and processes
  • Experience in a dynamic complex commercial organization, engaged in multiple simultaneous projects
  • Understanding of project management frameworks and experience developing planning, monitoring and evaluation systems
  • Ability to provide detailed technical assessments, recommendations and influence people at all levels
