Job Purpose
Oversee & drive the development of strategic for the Special Cultural Zone Department from inception to completion and ensure the alignment between SCZ cross-function and the client to ensure all assets being realized within theĀ Special Cultural Zones are fulfilling the vision and Journey through time masterplan. DevelopĀ asset management approaches, financial modeling, and end-of-use modeling, amongst otherĀ requirements for selected villages and assets.

Key Duties and Responsibilities
Functional Responsibilities
- Develop overall strategy for the Special Cultural Zones Development function within theĀ Development, Design & Implementation vertical that aligns with the sector objectives
- Manage and oversee the contracting process and oversee the performance of related stakeholders.
- Manage and oversee RIBA 0-2 program and act as proponent and asset owner for selected projectsĀ under each zone
- Develop and manage briefs, development approach and business cases for selected villages andĀ assets
- Develop, review and implement agreed development processes and standards and advise on theĀ necessary updates and improvements related to design guidelines.
- Oversee and contribute to the preparation of the Department’s annual budget and monitor theĀ financial performance and the procurement recommending methodology according to projectĀ needs, design submissions, and construction work programs.
Managerial Responsibilities
- Contribute to the sectorās short-and long term strategy from the Department’s perspective in lineĀ with client overall vision and mission.
- Develop the Department’s strategy, objectives, KPIs annual operational plans and ensure planĀ execution is meeting the targets.
- Prepare and submit the Department’s annual budget for approval taking all planned activities andĀ necessary investments into consideration by monitoring the financial performance.
- Oversee the development, maintenance, implementation and adherence of the departmentĀ policies and procedures as well as the overall performance of the department and ensure KPIās areĀ well developed, cascaded, communicated and monitored.
- Ensure effective staffing, professional development and deployment of staff of the sector inĀ consultation with the Sector Executive.
- Direct the Department’s connection to its customers, whether internal or external, to ensureĀ customer needs are met effectively.
Knowledge, Qualifications and Skills required
Essential (must have to perform the role)
- 10 Years of relevant experience, with 5 years in a managerial roleĀ
- Bachelorās degree in Business Development, Architecture, Design, and Construction Management.
- Excellent communication skills.

- Written and Oral proficiency of English languageĀ
