company: </strong></p><p>IGC is a state-owned enterprise, entrusted with the management of all allocations, assets, rights, and obligations of purchasing, selling, importing and exporting, and transporting of natural gas and relevant products on behalf of the Government of Oman. </p><p> </p><p><strong>Job Purpose:</strong></p><p>Lead the development of strategies to achieve the mandate and strategic objectives set by the BoD, acting as the Shipper for the off-take and delivery of gas for the commercialization of gas from producers to end users in the Sultanate of Oman, in coordination with the Transmission System Operator, and accordance with the Law and the license issued by the Ministry of Energy and Minerals (MEM); by ensuring the proper allocation of resources & leading the executive Leadership team in driving the performance of the business in Gas Planning, pricing and sector studies, Commercial operations and Risk Management Operations and settlement, Financial planning, Admin, and Legal Counselling.</p><p> </p><p><strong>Responsibilities:</strong></p><p><strong>Ensure IGC’s mandate: </strong></p><ul><li>Oversee the performance of short/mid/long term gas Supply/Demand planning, provide advisory financial and technical analysis in the evaluation of overall S/D balance, propose/enact solutions whenever required on surplus/deficits, and advise on the gas allocation strategy.</li><li>Manage the gas supply and sales contracts portfolio by overseeing the existing and new contracts and looking into optimization and value creation opportunities whenever possible. </li><li>Oversees the operations & acts as a gas Shipper for the off-take and delivery of gas and system development by ensuring the optimal dispatching of gas supply.</li><li>Responsible for IGC, monitoring and providing guidance to the Heads of the Departments, and supporting their requests for escalations to BoD or any other relevant authority.</li><li>Participates and contributes to the development and refining of the vision, strategy, and direction of the IGC, the overall proof of management, and corporate decision-making to ensure that the organization maximizes its profitability and shareholders’ returns.</li><li>Ensures alignment between the different functions of the organization.</li></ul><p> </p><p><strong>Gas Planning, pricing, and sector studies: </strong></p><ul><li>Oversees and Ensures IGC properly develops annual and long-term Gas supply/demand Planning, pricing, and sector studies in the evaluation of overall S/D balance, for the gas allocation strategy and the optimization of the gas portfolio.</li><li>Ensure gas/energy sustainability and business continuity</li><li>Ensure IGC’s alignment with the Sultanate’s strategic objectives. </li></ul><p> </p><p><strong>Commercial</strong></p><ul><li>Oversees the negotiations and commercialization of gas from producers to end users in the Sultanate of Oman, in coordination with the Transmission System Operator. </li><li>Manage contracts portfolio, and generate value through portfolio optimization and short-term/spot sales.</li></ul><p><br></p><p><strong>Operations and settlement</strong></p><ul><li>Oversees the shipper operations activities, ensuring optimal dispatching of the gas supply to the end-users (in coordination with the Transmission System Operator – TSO), ensuring optimal operational performance.</li><li>Ensure efficient utilization of pipeline capacities/expansions in view of local zonal gas demand.</li></ul><p> </p><p><strong>Finance & Admin </strong></p><ul><li>Oversees the settlement-to-collection process and transfer of net proceedings to Shareholders are in line with contractual terms and ensures accurate cash flow planning.</li><li>Oversees the financial performance (OPEX and CAPEX) against budget, Financial Planning & Risk management end-to-end process, as well as the Finance accounting & control Operations process.</li><li>Reviews and challenges financial strategy for IGC, business plans, and budgets to ensure alignment with the corporate strategy and ensure escalation to corporate where necessary.</li><li>Responsible for portfolio Profit &Loss and ensures commercial optimization of its assets to maximize profitability.</li><li>Presents regular and ad-hoc management reports to BoD highlighting critical issues and challenges and providing strategic insight to ensure effective decision-making.</li></ul><p><br></p><p><strong>Legal: </strong></p><ul><li>Oversees the development of the IGC Legal function’s strategy, ensuring advice is aligned with IGC’s strategic priorities and its related implementation plans. </li><li>Ensure the existence of legal services at IGC for the management of legal risk. </li></ul><p><strong> </strong></p><p><strong><span class=”ql-cursor”> </span></strong></p><p><strong>Qualifications:</strong></p><ul><li>Bachelor’s degrees in a related field.</li><li>A Master’s degree is preferable.</li><li>Minimum of 18 years’ experience of which a minimum of 10 years of experience in relevant leadership roles in the corporate world or the relevant field of practice.</li><li>Experience in the Gas/Energy sector is required. </li><li>Understanding the Oman Gas Market model/value chain is preferable.</li><li>Understanding of upstream gas businesses.</li><li>Understanding of downstream gas utilizations and alternative energy sources.</li><li>Experienced in resource control, contract management, and general management.</li><li>Demonstrable competency in strategic planning and business development delivering and achieving targets over a 3-to-5-year period.</li><li>Working knowledge of data analysis and performance/operation metrics</li><li>Record of accomplishment of successful management in the Energy sector subject to change in a competitive market environment.</li><li>Understanding of Oman’s Gas
