Terms of Reference
1. General Background
The UNHCR MENA Regional Bureau in Amman provides strategic direction, support and oversight to regional and country offices in the Middle East and North Africa (MENA) region, which comprises of 19 countries.
The MENA Partnership Unit within the External Engagement pillar under the Deputy Director covers four main areas:
1. Partnership policy analysis and design
2. Inter-agency support and 3RP coordination
3. Development cooperation
4. Guidance on regional advocacy
The MENA Bureau partnership strategy is closely linked to the Global Compact on Refugees (GCR) and the expansion of partnerships in the region within this framework. Representing a diverse multi-stakeholder approach with a broad range of partners including civil society, NGOs, local partners, the private sector, development organizations and IFIs, faith-based organisations, academia, sports organisations, cities and municipalities. In 2023, the focus of the unit will be on preparations for the next Global Refugee Forum to be held in December 2023 involving intensive coordination with operations, HQ, partners and pledging entities to develop country and regional advocacy strategies and mobilise new pledges. The MENA Partnership Unit will continue to support the MENA Civil Society Network for Displacement (CSND). Embracing the “whole of society” approach championed by the GCR, the MENA CSND provides a platform for regional dialogue that is unique both in its geographical scope and diversity of its members. The network of civil society actors, the first of its kind in the region, aims to strengthen the role of civil society in support of the displaced and their host communities.
2. Purpose and Scope of Assignment
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
• Keep abreast of all developments in the country operations/ bureau to prepare appropriate briefings and reports.
• Draft updates/presentations/briefing kits on portfolios related to MENA’s Partnership Unit engagement areas when required for internal and external audience (including government and civil society partners, and media).
• Support country operations with GCR/ GRF implementation and follow up.
• Support in developing policy papers.
• Provide logistical and other support in partnership activities including the MENA Civil Society Network for Displacement CSND.
• Consolidate and analyse data on program implementation, achievements and indicators in all sectors in order to facilitate the preparation of periodic reports and activity-specific reports as may be required. Ensure timeliness of such reports.
• Participate in annual reporting and planning process.
• Support the monitoring of UNHCR’s partnerships and consolidate information about Partners’ activities.
• Research/analyse, interpret and, monitor and review information and data from regular and wide variety of sources for internal and external reporting.
• Prepare and share minutes of meetings.
• Prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.
• Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.
• Perform other related duties as required.
3. Monitoring and Progress Controls
• Updates/briefs on issues covered by the partnerships unit as requested by supervisor
• Drafting of periodic reports on issues within the unit’s workplan
• Preparation of talking points.
• Undertake follow-up communication with all stakeholders within and outside UNHCR for all GCR/GRF related issues and other events/ processes as required by supervisor
4. Qualifications and Experience
a. Education
Undergraduate degree plus three years relevant experience or graduate degree plus 2 years relevant experience (required). Journalism, Public Administration, Communication, International Relations, Political Science, Law; or other relevant field (preferred).
b. Work Experience
Essential
Experience in conducting, participating in and reporting on meetings, and drafting reports. Experience in developing and maintaining partnerships with a wide variety of stakeholders including civil society.
Desirable
Experience in a UNHCR field mission, Regional Bureau or at Headquarters working on institutional policy initiatives including the GCR would be an asset. Experience undertaking operational and analytical work in the field of international affairs, international security, humanitarian affairs, development or journalism.

Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR. S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners. All UNHCR staff members are accountable to perform their duties as reflected in their job description. – Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors¿ contributions to UNHCR.
