<p>ANS (MET) Inspector </p><p>About CAA</p><p>Iraq Civil Aviation Authority (ICAA) is a government body responsible for the regulation of all civil aviation safety in Iraq as per international standards and recommendations.</p><p> </p><p>ICAA aims to promote civil aviation safety within and beyond the Iraq airspace by collaborating with local and international talents.</p><p> </p><p>If you wish to join ICAA in its mission to promote and develop civil aviation safety and security, you may apply for the position below, given you meet the minimum requirements.</p><p> </p><p>Job Title</p><p>ANS (MET) Inspector </p><p><br></p><p><strong><u>Law and Regulation</u></strong></p><p>- Assessment, establish drafts, monitor and update/develop <strong><u>ICAA Law and Regulation</u> related to (CNS unit)</strong></p><p> </p><p><strong><u>Organization and Job Description</u></strong></p><p>- Develop <strong><u>an organizational structure</u></strong> for the (CNS unit) in line with the requirements of the International Civil Aviation Organization Standards.</p><p><strong><u> </u></strong></p><p>- Issue and develop methodology of staffing needs such as <strong><u>Man-Hour Plans</u></strong> for (CNS) inspectors and coordinate with other flight safety areas.</p><p> </p><p>- Issue and develop Job Description (JD) for each category of inspector (CNS) according to ICAO requirement.</p><p><strong><u> </u></strong></p><p><strong><u>Training</u></strong></p><p>- Perform an assessment of current ICAA-FSD (CNS) staff depending on ICAO minimum qualification requirement, and define the solution then implement it.</p><p> </p><p>- Preparing and implementing of a training program and plan for (CNS) staff with coordinate with other areas and issuing software solutions to keep the training needs and records up to date for all inspectors.</p><p>- Provide and implement initial, basic, recurrent, specific trainings and On-Job-Training to Flight Safety Department staff in related positions, and granting certificates to them according to training curricula as per the requirements of the ICAO.</p><p><br></p><p>- Provide the training materials (syllabus) and for each trainee in Flight Safety Department.</p><p><br></p><p>- Maintain and develop training file records for all Flight Safety Department staff in related positions, documenting and retaining in the trainee’s file the achievement of competencies and their associated performance criteria.</p><p><br></p><p>- Qualifying counterparts/staff in the Civil Aviation Authority – Flight Safety Department to perform work tasks in nominated department in terms of decision-making and a discreet work mechanism.</p><p><strong><u> </u></strong></p><p><strong><u>Procedures</u></strong></p><p>- Develop and improve the entire documents for technical instruction such as (Procedure/Handbooks, rulemaking, Forms, Checklists, Certification, Advisory Circulars, etc.) and all the related documents for (CNS) unit according to ICAO requirements.</p><p><span> </span></p><p><span>- Develop all processes related to (CNS) </span>unit<span> requirement of relevant part to operation specification.</span></p><p><span> </span></p><p><span>- </span>Establish all checklists and detail in each one the exact reference to the regulations. </p><p><br></p><p><span>- </span>Check the files of (CNS) for completeness and integrity and identify any shortcomings.</p><p><span>- Propose and implement a new documentation system in the area of (CNS) based on ICAO standards.</span></p><p><br></p><p><strong><u>Certification and approvals</u></strong></p><p>- Carry out all functions of the (CNS) unit mentioned in the job description developed for the unit.</p><p> </p><p>- Participate in all activities related to certifications<span>, re-certifications</span>, approvals authorizations and supervisions, etc.<strong> </strong>of service providers<span> and ensure that all steps in the structured assessment and certification processes have been completed.</span></p><p><br></p><p><strong><u>Surveillance and USOAP activity</u></strong></p><p>- Establishment the surveillance program and procedure (Audit, Inspections, etc.) and develop the annual audit plan (scheduled and random), forms, check lists and follow up Raising inspection non-conformances, reviewing corrective action proposals, closing or escalating non-conformances as appropriate. Consideration the software records for surveillance.</p><p><span>- Prepare for the upcoming USOAP audit/validation activity in (CNS) unit for all safety domains (CE-1 to CE-8(, ICAO Coordinated Validation Missions (ICVMs), CC-EFOD, Self-Assessments and development and follow up of subsequent Corrective Action Plans (CAPs) including resolution of Significant Safety Concerns (SSC) in the area of (CNS) unit, if any. including assistance in the implementation of USOAP CMA CAPS in and provide support through the following:</span></p><p><span> </span></p><p><span>1. Assist ICAA to analyze the compliance of CNS regulations to applicable ICAO SARPS and draft the compliance checklist and notify difference.</span></p><p><span>2. Independent review of the ICAA responses to all PQs (as provided by the ICAA in the USOAP CMA OLF).</span></p><p><span>3. Development of corrective action plans (CAPs) for the PQ responses that experts deems to be unsatisfactory.</span></p><p><span>4.
