<p><strong>ANS (ATM/SAR) Inspector </strong></p><p><strong>About CAA</strong></p><p>Iraq Civil Aviation Authority (ICAA) is a government body responsible for the regulation of all civil aviation safety in Iraq as per international standards and recommendations.</p><p> </p><p>ICAA aims to promote civil aviation safety within and beyond the Iraq airspace by collaborating with local and international talents.</p><p> </p><p>If you wish to join ICAA in its mission to promote and develop civil aviation safety and security, you may apply for the position below, given you meet the minimum requirements.</p><p> </p><p><strong>Job Title</strong></p><p>ANS (ATM/SAR) Inspector </p><p><strong><u>Duties of Airworthiness expert</u></strong></p><p><strong>Law and Regulation</strong></p><p><strong> </strong></p><p>- Assessment, drafting, monitor and update/develop ICAA Law and Regulation related to ATM/SAR.</p><p> </p><p><strong>Organization and Job Description</strong></p><p>- Develop an organizational structure for the (ANS Section) in line with the requirements of the International Civil Aviation Organization Standards.</p><p>- Issue and develop methodology of staffing needs such as Man-Hour Plans for (ATM/SAR) inspectors and coordinate with other flight safety areas.</p><p>- Issue and develop Job Description (JD) for each category of inspector (ATM/SAR) according to ICAO requirement</p><p> </p><p><strong>Training</strong></p><p>- Perform an assessment of current ICAA-FSD (ATM/SAR) staff depending on ICAO minimum qualification requirement, and define the solution then implement it.</p><p>- Preparing and implementing of a training program and training plan for (ATM/SAR) staff in coordination with other areas, and issuing software solutions to keep the training needs and records up to date for all inspectors.</p><p>- Provide and implement initial, basic, recurrent, specific trainings and On-Job-Training to Flight Safety Department staff in related positions, and granting certificates to them according to training curricula as per the requirements of the ICAO.</p><p>- Maintain and develop training file records for all Flight Safety Department staff in related positions, documenting and retaining in the trainee’s file the achievement of competencies and their associated performance criteria.</p><p>- Qualifying counterparts/staff in the Civil Aviation Authority – Flight Safety Department to perform work tasks in nominated department in terms of decisionmaking and work mechanism.</p><p><br></p><p><strong>Procedures</strong></p><p>- Develop and improve the entire documents for technical instruction such as (Procedure/Handbooks, rulemaking, Forms, Checklists, Certification, Advisory Circulars, etc.) and all the related documents for (ATM/SAR) units according to ICAO requirements.</p><p>- Develop all process related to (ATM/SAR) units requirement of relevant part to operation specification.</p><p>- Establish all checklists and detail in each one the exact reference to the regulations.</p><p>- Check the files of (ATM/SAR) for completeness and integrity and identify any shortcomings.</p><p>- Propose and implement a new documentation system in the area of (ATM/SAR) based on ICAO standards</p><p><strong>Certification and approvals</strong></p><p>- Carry out all functions of the (ATM/SAR) units mentioned in the job description. </p><p>- Participate in all activities related to certifications, re-certifications, approvals, authorizations and supervisions, etc. of service providers and ensure that all steps in the structured assessment and certification processes have been completed.</p><p><strong> </strong></p><p><strong>Surveillance and USOAP activity</strong></p><p>- Establishment of the surveillance program and procedure (Audit, check of ANS facilities, etc.) with participation to develop the annual audit plan (scheduled and random), forms, check lists and follow up and raising nonconformity remarks, reviewing corrective action proposals, closing or escalating non-conformity cases as appropriate.</p><p>Consideration the software records for surveillance.</p><p>- Prepare for the USOAP audit/validation activity in (ATM/SAR) units for all safety domains (CE-1 to CE-8), ICAO Coordinated Validation Missions (ICVMs), CC-EFOD, Self-Assessments and development and follow up of subsequent Corrective Action Plans (CAPs) including resolution of Significant Safety Concerns (SSC) in the area of (ATM/SAR) section, if any. including assistance in the implementation of USOAP CMA CAPS and provide support through the following:</p><p> </p><p>1. Assist ICAA to analyze the compliance of (ATM/SAR) regulations to applicable ICAO SARPs and draft the compliance checklist and notify difference. </p><p>2. Independent review of the ICAA responses to all PQs (as provided by the ICAA in the previous USOAP CMA OLF).</p><p>3. Development of corrective action plans (CAPs) for the PQs responses that experts deems to be unsatisfactory.</p><p>4. Draft procedures, policies, and regulations to establish the framework for implementation of the CAPs for all of the PQs.</p><p><strong> </strong></p><p><strong>Investigation and enforcement</strong></p><p>- Establishment the regulation and procedure (resolution of safety concern, check lists, reports, forms, etc.) for investigation and enforcement by coordinate with other sections.</p><p>- investigation of occurrence reports which submitted to ICAA and propose a necessary enforcement if required.</p><p><strong> </strong></p><p><strong>General</strong></p><p>- Coordinate with the Personnel Licensing “PEL” section related to the task of examination, approvals, authorization, validation, licensing, conversion, etc. of related aviation personnel.</p><p>- Coordinate with PEL counterparts to develop the regulation and procedure related to (ATC) license.</p><p>- Participation in all meetings, seminars or audits (if any) by external parties, such as (International Civil Aviation Organization, the European Commission / EASA, other authorities).</p><p>- Perform other related duties, as required by ICAA.</p><p><br></p><p><strong><u>Qualification and Experience</u></strong></p><p> </p><p>- <strong>Education</strong></p><p>University degree in (English language, Engineering, any related</p><p>degree in aviation) or equivalent qualifications.</p><p> </p><p>- <strong>Professional experience</strong></p><p><strong>Essential</strong></p><p>· A minimum of 10 years’ experience as ATM/SAR Inspector</p><p>with a State Authority.</p><p>· An ATC qualification and has worked as OJTI and EXAMINER.</p><p>· Experience in certification methods of ATM /SAR facilities and personnel; basic and advanced aircraft incident investigation;</p><p>· Knowledge of quality system.</p><p>· Sound knowledge with all relevant ICAO SAPRs and guidance material.</p><p>· Sound knowledge with related EASA policies, procedures and practices regarding continuing oversight of flight safety and ANS.</p><p>· Experience with (ATOs) oversight (certification and recertification) and special approvals.</p><p>· Experience in all aspects of staff development, licensing and license issue or renewal.</p><p>· Sound knowledge of related ICAO annexes, recommended practices and related documentation.</p><p>· Certificate in ICAO’s Universal Safety Oversight Audit Program, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position.</p><p> </p><p><strong>Languages</strong></p><p><strong>Essential</strong></p><p>· Fluency in oral and written English is required.</p><p> </p><p><strong>Desirable</strong></p><p>· A working knowledge of a second language of the Organization (Arabic).</p><p><br></p>
