<strong><u>Position Description<br><br></u></strong><strong>EnCompass LLC</strong>?is seeking an <strong>Activity Design Consultant</strong> to provide senior-level expert technical support to <strong>USAID/Lebanon’s </strong>ongoing and upcoming activity design efforts. The consultant will work under the direct supervision of the MEPL DCOP. Specific activity design tasks, timelines, and deliverables will be identified in collaboration with USAID/Lebanon. The Consultant may be engaged for a variety of activity design tasks, which will be described in task order agreements. An illustrative list of potential activity design tasks is included below.<br><br>The work is expected to be conducted <strong>between July 2023 and June 2024</strong>. Tasks may be completed remotely, but international travel to Lebanon may be required based on consultation with USAID.<br><br>The expected level of effort (LOE, or total available billable days) is up to<strong> 60 days.<br><br></strong>The Monitoring and Evaluation Program for Lebanon (MEPL), implemented by EnCompass LLC and its partners, is a USAID activity with the goal to improve USAID/Lebanon program performance management, help the Mission in meeting Agency requirements, support better-informed strategic and management decisions, and advance USAID learning on effective development approaches. The activity provides the Mission with utilization-driven support in the areas of activity monitoring, evaluation, research, organizational learning, and knowledge management.<br><br>Position Duties and Responsibilities<br><br><strong><u>Illustrative Tasks<br></u></strong><ul><li>Guiding the design process. </li><li>Conducting an in-brief with a USAID/Lebanon design team to confirm expectations for consultant tasks, deliverables, milestone, and communication points; </li><li>Conducting an out-brief on the status of tasks, milestones, and remaining design requirements per the Scope of Work; </li><li>Reviewing USAID and external documents relevant to the design; </li><li>Share best practices of Activity Design; </li><li>Producing periodic brief communications with the design team to support ongoing technical communications among team members; </li><li>Gathering additional information as necessary to contribute to the design. This information gathering may include virtual interviews/consultations, or in-person <br></li></ul><strong><u>Qualifications<br><br></u></strong><strong>Position Requirements <br><br></strong><strong><u>Academic Qualifications<br></u></strong><ul><li>Minimum of an advanced degree in economics, international development, political science or similar fields <br></li></ul><strong><u>Experience And Skills<br></u></strong><ul><li>Familiarity with effective approaches and tools for development strategic planning and program design; </li><li>Close knowledge of program planning in the international development context, including guiding documents such as ADS 201; </li><li>Advanced analytical skills in information synthesis and data for decision making; </li><li>Knowledge of recent adjustments to the development activity design process, particularly in the USAID context; </li><li>Demonstrated knowledge of the challenges and good practices associated with development program planning and implementation in the Middle East; </li><li>Good knowledge of at least one of the following programming areas: Local development, economic growth, education and humanitarian affairs, as well as climate change and food security.
