TITLE: 02 FSL Project officer 
TEAM/PROGRAMME: 
Food Security and Livelihoods    LOCATION: 
Hajjah
GRADE: 3b   CONTRACT LENGTH: 9 Months 
CHILD SAFEGUARDING: 
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: 
The FSL Programme Officer will be responsible for overall management and quality implementation of all Food Security and Livelihood (FSL) project work packages at field level. 
She/ He will work closely with the FSL Programme Coordinator to oversee FSL project activities, developed appropriate implementation tools to track progress and issues and monitor the context and prepare regular reports for the project and share with the FSL Programme Coordinator. She/ He will be expected to work under pressure and in challenging environments, while maintaining a positive and professional attitude. The successful candidate will be committed to achieving the project’s objectives and improving the lives of the most vulnerable populations in Yemen. 
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

•   Lead the implementation of multipurpose cash assistance activities in Hajjah at field level in line with the project objectives, SCI regulations and donor requirements.
•   Conduct assessments and market analyses to ensure the suitability of cash-based interventions and identify the most vulnerable households and individuals.
•   Develop and implement beneficiary selection criteria in coordination with the FSL team and other stakeholders, ensuring that targeting is done in a transparent and accountable manner.
•   Work closely with the FSL team to ensure that cash distributions are delivered on time, accurately and efficiently, and in compliance with established procedures.
•   Monitor the implementation of the cash-based intervention, track progress, and document lessons learned and best practices.
•   Develop and maintain relationships with relevant stakeholders, including the community, local authorities, and partners, to ensure the smooth implementation of the project.
•   Ensure that Centrality of Protection is integrated into the project, and that all beneficiaries are treated with dignity and respect.
•   Prepare and submit timely and accurate reports, including progress reports, impact report and donor reports.
•   Contribute to the development of the project’s work plan and budget, ensuring that activities are implemented within the allocated resources.
•   Provide technical guidance and support to the FSL assistants, including training, coaching, and mentoring.
•   Work closely with other project sectors (such as Child Protection, Health & Nutrition, and WASH) to ensure that project interventions are integrated and complementary, and that the needs of the most vulnerable populations are met.
•   Contribute to the development of joint work plans with other project sectors, ensuring that cash-based interventions are integrated into overall project activities.
•   Participate in coordination meetings with other project sectors, as well as with external stakeholders, to ensure effective collaboration and coordination.
•   Develop and implement a detailed implementation plan for the project, ensuring that project activities are monitored regularly and progress is tracked against project objectives.
•   Conduct regular field visits to monitor the implementation of project activities and identify any challenges or issues that may arise.
•   Ensure that project data is collected in a timely and accurate manner, and that data quality is maintained throughout the project.
•   Analyze project data and prepare regular progress reports, highlighting achievements, challenges, and recommendations for improvement.
•   Ensure that project activities are implemented in compliance with established procedures, and that any deviations are identified and addressed in a timely manner.
•   Work closely with the project team to identify and implement corrective actions when necessary, to ensure successful implementation of project activities.
•   Prepare and submit timely and accurate reports to the Head of Program, donors, and other stakeholders, in accordance with established reporting requirements.
•   Work closely with the MEAL team to ensure that project activities are monitored and evaluated effectively, and that data is collected and analyzed in a timely and accurate manner.
•   Participate in the development of the project’s activity plan, ensuring that it is aligned with project objectives and donor requirements.
•   Ensure that feedback from beneficiaries and other stakeholders is collected, analyzed, and integrated into project activities, to ensure that interventions are meeting the needs of the most vulnerable populations.
•   Support the MEAL team in conducting assessments and evaluations of project activities, as required, to identify successes, challenges, and areas for improvement.
•   Work closely with the MEAL team to ensure that project data is analyzed and reported on in a timely and accurate manner, and that data quality is maintained throughout the project.
•   Contribute to the development of learning initiatives and the dissemination of best practices and lessons learned, to ensure continuous improvement of project interventions.
•   Perform any other task assigned by direct supervisor or Project Lead.

QUALIFICATIONS AND EXPERIENCE
Essential:
•   Bachelor’s degree in a relevant field such as food security, agriculture, economics, or social sciences.
•   At least 3 years of experience in implementing FSL and multipurpose cash assistance activities in humanitarian or development contexts. 
•   Strong knowledge of cash-based interventions, including market assessments, beneficiary selection, and cash distribution.
•   Excellent problem-solving, communication, and interpersonal skills.
•   Ability to work effectively in a team environment and to establish good working relationships with colleagues and external stakeholders.
•   Strong analytical and report writing skills
•   Very Good English speaking and writing skills
•   Flexible and able to work under pressure
•   Politically and culturally sensitive with qualities of patience, tact and diplomacy
•   The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
•   Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
