BSL is a Joint Venture (JV) between BAE Systems and Strategic Aerospace Services. The main strategic aim of BSL is to, deliver and grow its core business, the provision of Specialist Resource within Qatar’s Defence Sector.<p><br></p>In order to realise its strategic aim BSL has adopted & adapted the Corporate Governance and associated Frameworks of its JV partners to develop, deploy, discharge and maintain of an industry leading Technical Governance, Management & Assurance Framework. This integrated ‘Technical Controlled Environment’ will cover Occupational Health & Safety, Product Safety, Quality, Training, Supply Chain, Continuous Improvement (including the use of new technology), IM&T Governance, ERP System (Zoho) integration and Technical solution design and assurance of all current BSL services and bid campaigns.<p><br></p>The Business Assurance & Technical Support Manager shall be responsible to the Chief Legal & Compliance Officer for identifying and discharging the required capability & capacity to develop, deploy, discharge, maintain and improve the ’Technical Controlled Environment’ of the BSL Business.<p><br></p><strong><u>Requirements</u></strong><p><br></p><strong>The role will include the following responsibilities:</strong><p><br></p><strong>Quality Management System and compliance system coordination and management:</strong><p><br></p><ul><li> Manage BSL Quality Management System in line with the Quality Policy and the Quality Manual in line with the ISO9001:2015 </li><li> Represent the BSL Business during the annual re-certification audit of the ISO9001:2015 standard by driving compliance activity through the regular forums in accordance with the internal policy. </li><li> Coordinate and steer the quarterly Quality Management Review </li><li> Maintain and manage the annual Quality Objectives and review through the Quality Management Review </li><li> Develop and manage the Annual Audit Plan (internal and external) </li><li> Administer the company’s data protection and anti-corruption compliance systems </li></ul><p><br></p><strong>Occupational Health & Safety (OH&S) coordination and leadership:</strong><p><br></p><ul><li> Develop and maintain the Occupational Health & Safety (OH&S) requirements (inclusive of Qatar labour law and other relevant legal and corporate standards) across the BSL Head Office. </li><li> Coordinate OH&S policy and standards across BSL services to ensure the relevant procedures are being followed. </li><li> Support Process Confirmation Audits on BSL projects OH&S policy to ensure the relevant policy and standards are applied across all BSL project staff locations, particularly those with significant Hazards. </li></ul><p><br></p><strong>IM&T and ERP management:</strong><p><br></p><ul><li> Own and deliver the BSL ERP (Zoho) roadmap in line with the current contractual commitments. </li><li> Own and deliver to budget the BSL tactical and strategic IM&T management plan. </li><li> Run requirements validation workshops across the future phases of the ERP roadmap to ensure relevance of rolling out specific software packages. </li><li> Run improvement workshops with product owners to ensure currency of the ERP tool and processes used. </li><li> Maintain supplier relationship in accordance with the agreed contractual framework. </li><li> Optimise the ERP tool through assurance audit, CI and training. </li><li> Fill the role of ‘super user’ of the BSL Zoho ERP system </li></ul><p><br></p><strong>Technical responsibilities:</strong><p><br></p><ul><li> Manage BSL and its Customers’ Requirements, ensure they are captured, understood, and appropriately flowed down to Product and Service owners as required (internal/external). </li><li> Manage Technical BSL & Customers’ Services or Products such that BSL Service or Product Solution Design and delivery, when integrated together, meets the BSLs and Customers’ intended use. </li><li> Manage all the relevant BSL Technical activities ensuring compliance with the BSL Technical Assurance Framework, in line with BSLs Code of Governance. </li><li> Provide and manage a controlled environment to manage all Technical and Assurance risks. </li><li> Represent BSL on Technical matters relating to BSL Customers, Partners, Product & Service Providers & Sub-Contractors through managing the tactical interfaces </li></ul><p><br></p><strong><u>Key Accountabilities / Performance Measures</u></strong><p><br></p><ul><li> Managing BSL Technical capabilities (people, policy, processes etc.) to meet their current and future needs. </li><li> Develop and manage a plan to successfully achieving ISO9001-2015 accreditation. </li><li> Manage Technical activities (Engineering and Maintenance & Continuing Airworthiness focused) within BSL and act as an SME point of contact for stakeholders so that Technical Organisations are effective and efficient resulting in work delivered on-time, to specification/standard/quality, and to budget. </li><li> Supporting the BSL Head of Technical in creating Technical Strategies and managing their implementing in a measured way across the BSL business. </li><li> Developing and managing a suitable and appropriate BSL Technical Assurance Management Governance System. Ensuring it is documented, maintained and implemented, and that the relevant elements are flowed down into Supplier Organisations and that appropriate Assurance monitoring systems are developed and implemented. </li><li> Establishing and managing a ‘Technical Controlled Environment’ including organisation, roles, people, training, competencies, processes and procedures, which meets the BSL Governance requirements, in line with the BSL Code of Governance. </li><li> Managing key technical roles within the BSL organisation, ensuring and that all individuals holding these roles are competent and authorised under BSL Technical Policy within the BSL Code of Governance ensuring that delegated responsibility trails are documented, current and readily retrievable. </li><li> Establish and manage an integrated Safety Management System which covers Product (Product/Service), People and Premise (Environmental and Occupational) which meets BSL Safety Policies in accordance with the Code of Governance. </li><li> Manage Customer Requirements and develop them into a complete technical solution including flowing down the lower level requirements into Suppliers where required. As appropriate, hold responsibility as the Product/Service Technical Authority for BSL Technical Products/Services, maintaining through life control and configuration. </li><li> As Technical Manager, develop ELCM Tailoring Statements, in agreement with the Head of Technical and the BSL PMA for the technical element of BSL Projects. Lead relevant (E)LCM (Design Reviews and Technical Bid Reviews) for BSL projects in order to ensure Head of Technical can provide independent oversight. </li></ul><p><br></p>Support BSL Head of Technical, to developing and deliver the BSL Technical (Engineering, Maintenance & Continuing Airworthiness focused) Growth Strategy<p><br></p><strong><u>Qualifications</u></strong><p><br></p><strong>Essential:</strong><p><br></p><ul><li> A degree in a Technical subject or Business Management with relevant experience </li><li> An Internationally recognised Quality Assurance Qualification: Ideally ISO 9001:2015 Auditor or Lead Auditor Trained or above </li><li> An Internationally recognised OH&S/SHE Qualification: Ideally ISO 45001:2018 Auditor or Lead Auditor Trained or above </li></ul><p><br></p><strong>Desirable:</strong><p><br></p><ul><li> An Internationally recognised IM&T Qualification or relevant experience </li><li> An internationally recognised Management or Supervision Qualification or relevant experience </li></ul><p><br></p><strong><u>Functional And Business Knowledge/Experience</u></strong><p><br></p><strong>Essential:</strong><p><br></p><ul><li> A good understanding of Technical Resource management/provision or Service Support business environment, preferably in the Aerospace &/or Defence Sector. </li><li> A good understanding of Quality Management Systems, ISO9001:2015 standard and associated principles and associated experience </li><li> A good understanding of Occupational Health and Safety standards including Qatar Labour Law and ISO14001:2018 and associated experience </li></ul><p><br></p><strong>Desirable:</strong><p><br></p><ul><li> Understanding of data protection and anti-corruption compliance systems </li><li> Experience in technical management and coordination of IM&T & ERP systems, from requirements definition to delivery and support. </li><li> Understanding of both agile methodologies and traditional lifecycle management frameworks. </li><li> Understanding of Business Management and financial processes, HR processes. </li><li> A good understanding and or experience of Human Resource Requirement, Solutions & People Management. </li></ul><p><br></p><strong><u>Behavioural Skills</u></strong><p><br></p><ul><li> The role will require good interpersonal skills in order to be credible in front of peers and senior stakeholders along with strong influencing skills. The ability to interface with a broad range of stakeholders at all levels within the business and external to the business is also required. </li><li> The individual will be required to develop a good understanding of the business operating model across all BSL functions. </li><li> The individual must be able to demonstrate strong management skills along with tenacity, resilience and the ability to operate autonomously as required. </li><li> The individual will be able to demonstrate a good level of performance in Strategic Management, in particular; Creativity, Inspiration, Collaboration and Strategic Vision.</li></ul>
