UN Women Lebanon works on issues of women’s political participation, peace and security, economic empowerment and changing social norms around gender and masculinities in line with UN Women’s Strategic Plan .<p><br></p>Under the overall supervision of the UN Women Country Representative and day to day supervision of the Planning, Coordination and Resource Mobilization Specialist, the Monitoring and Evaluation Consultant provides technical support to UN Women Lebanon office personnel to enhance uptake and implementation of Results Based Management standards in project monitoring and reporting. This includes identification of appropriate gender and age disaggregated indicators, development of data collection tools, provision of training on RBM standards, development of an online system for aggregating data and ensuring quality of data collected.<p><br></p><strong>Duties And Responsibilities</strong><p><br></p>The Consultant is expected to carry out the following tasks:<p><br></p><ul><li> Project Monitoring:</li><li>Support in tracking the achievement of set targets in UN Women Lebanon’s Strategic Plan as well as relevant projects.</li><li>Develop/refine the logical frameworks for UN Women projects, including development of gender, age and disability disaggregated indicators at outcome, output, and activity level in addition to baselines, targets and means of verification.</li><li>Develop relevant data collection tools to enable UN Women personnel and implementing partners to collect data in accordance with agreed-upon indicators.</li><li>Develop a system for aggregating qualitative and quantitative data collected from UN Women implementing partners in one location to enhance monitoring and learning.</li><li>Donor agreements as well as with reporting of results to internal and external audiences Develop/refine the Performance Management Framework (PMF) for UN Women projects.</li><li> Training, Capacity Building and Learning:</li><li>Provide training and coaching to UN Women personnel and implementing partners on the project’s PMF, data collection tools and data quality standards.</li><li>Develop an online data recording tool that allows UN Women personnel and implementing partners to upload and share the data collected.</li><li>Identify and disseminate good practices, lessons learnt, and knowledge, as identified through project implementation, monitoring and evaluation activities.</li><li> Reporting:</li><li>Contribute to progress reports to donors.</li><li>Develop reporting templates for UN Women’s Implementing Partners to facilitate reporting in line with the approved logical framework.</li><li>Review progress reports submitted by implementing partners and provide feedback to improve quality of data.</li><li>Carry-out regular data interpretation sessions with UN Women personnel and implementing partners, where relevant.</li><li>Ensure that data collection and analysis is done regularly to inform project implementation and learnings.</li><li>Support in documenting lessons learned as they emerge throughout project implementation.</li><li> Evaluation:</li><li>Support in the drafting of Terms of Reference for specific project/program evaluations.</li><li>Identify relevant evaluation findings, conclusions and recommendations and input them into project reporting.</li></ul><p><br></p><strong>Deliverables</strong>:<p><br></p><strong><strong>Deliverables</strong></strong><p><br></p><strong><strong>Timelines</strong></strong><p><br></p>Revised M&amp;E Log frame (Review and study the relevant project documents (including, but not limited to the project document, work plan), review and revise the log frame and result matrix, and revise the indicators if necessary; Review and revision of M&amp;E Log frame)<p><br></p>On regular basis starting one month after finalization of the M&amp;E system<p><br></p>M&amp;E System (Establish an effective data collection system and reporting forms for capturing quantitative and qualitative information through a set of expert’s meetings and in accordance with the revised M&E Log frame; Review the M&amp;E needs and plans of the project, and extract relevant indicators to monitor the project outcomes and outputs; Establishment of Manual on M&amp;E indicators; Identify sources of verification that the project can use.
