Activities</strong><p><br></p><strong> Key Responsibilities </strong><p><br></p><ul><li> Procedures </li><li> Implements Project Controls Procedures and ensures compliance with those procedures by the PMC and Contractors </li><li> Interfacing with the NEOM-Wide Enterprise Project Controls and NEOM Regional Project Controls department with respect to schedule, cost, reporting, risk, change management and other project controls requirements </li><li> Maintains safe and clean working environment by enforcing procedures, rules and regulations. </li><li> Planning &amp; Cost </li><li> Oversee the planning, scheduling, and cost control efforts for all program/project phases, to maintain and analyze actual and forecasted schedules, cost and risk and to monitor, report and manage deviations. </li><li> Manage Development of L1, L2, L3 schedule and assess contractors’ baseline and updates. </li><li> Reviewing and validating the project schedules and detailed development of the approved project budget. </li><li> Reviewing schedules and the detailed budget to the approval of the Executive Director, then ensuring their communication to the relevant project stakeholders. </li><li> Managing on an ongoing basis the integration of the project cost control, schedule, and progress management systems to ensure they remain aligned and consistent together. </li><li> Risk </li><li> Coordinate the identification of risks, preventive measures, or corrective actions, as much as required to improve the project status, and mitigate the risks. </li><li> Commercial, Procurement, Contract </li><li> Co-ordinate with NEOM Legal including external counsel on the development of Forms of Contract prior to issuing bids to the market. </li><li> Co-ordinate and manage the contracts procurement activities with NEOM Procurement and PMC. </li><li> Develop procurement strategies for assets during the pre-approval project phase and provide input to planning and estimating in developing an aligned project execution strategy (inclusive of both CAPEX estimate and execution timeline) for those identified assets. </li><li> Audit the PMC out and compliance with procurement and contract management procedures. </li><li> Work with NEOM Regional Team regarding consistency of approach and application of contract terms, conditions, and procedures. </li><li> Provide independent advice to the team with respect to specific or common contract queries. </li><li> Conduct reviews of contract performance for areas for improvement. </li><li> Responsible for the continued improvement procurement and contracts management processes to improve efficiency to achieve the highest quality, lowest cost, on time delivery of assets </li><li> Provide leadership to the Contract Management function including pre-award Procurement, Contract Administration, claims management / dispute resolution, and contract close-out for consultant, supply, engineering, and construction contracts. </li><li> Participates in Project Procurement, Contracting, and Contract Administration activities to ensure they align with project controls processes and overall project objectives </li><li> Monitors and controls PMC Staffing, Time sheet and Invoices. </li><li> Procedures </li><li> Implements Project Controls Procedures and ensures compliance with those procedures by the PMC and Contractors </li><li> Interfacing with the NEOM-Wide Enterprise Project Controls and NEOM Regional Project Controls department with respect to schedule, cost, reporting, risk, change management and other project controls requirements </li><li> Maintains safe and clean working environment by enforcing procedures, rules, and regulations. </li><li> Reporting </li><li> Summarizes Program Level Reporting into concise and transparent Executive Management Reporting including Dashboards, Weekly Reports, Monthly Reports, and other ad-hoc reports </li><li> Work closely with the Executive Director and provide reliable and comprehensive information about the project status: budget, schedule, progress, planned, actual, forecast, resources and productivity, trends, and risks. </li></ul><p><br></p><strong>Background, Skills &amp; Qualifications</strong><p><br></p><strong> Knowledge, Skills and Experience </strong><p><br></p><ul><li> Proven track record of experience as a Project Controls Manager on large capital projects </li><li> Experience in assessing Extension of Time claims including concurrent delay </li><li> Expert understanding in the application of Project Controls Procedures including Cost, Schedule and Change Management </li><li> Experience with Cost Management applications and interface management with ERP </li><li> Excellent problem solving and communication skills </li><li> Excellent negotiation skills including acting as an independent assessor. </li><li> Team player with ability to lead a multinational, multi-dimensional organization </li><li> English proficiency, Arabic is a plus </li><li> Experience in leading large Project Controls team. </li></ul><p><br></p><strong>Qualifications</strong><p><br></p><ul><li> Bachelor’s degree in Engineering / Construction Management </li><li> PMP certification is a plus </li><li> Additional certification in Risk, Cost, Planning, Contract Management is a plus </li><li> Minimum of 15 years of experience in Project Controls with experience in managing a Team and/or a PMC. </li><li> Expert understanding in the application of Project Controls Processes and Procedures including Cost, Schedule, Risk Management, and Change Management. </li><li> Expert in the use of Project and Program Management software tools (P6, SAP…) </li></ul><p><br></p><strong> MAIN CONTACTS </strong><p><br></p><strong> Internal </strong><p><br></p><strong> External </strong><p><br></p><ul><li> OXAGON Project Control &amp;
