<strong><u>Position Description<br><br></u></strong><strong>EnCompass LLC </strong>is seeking a <strong>Deputy Chief of Party (DCOP) – Data Analysis</strong> for an upcoming <strong>five-year</strong> activity for the <strong>USAID BHA Syria Humanitarian Monitoring Project III (SHMP II</strong>I). The purpose of the USAID SHMP III program is to establish a third-party monitoring system to verify and provide independent confirmation of programs in <strong>Syria </strong>funded by the U.S. Agency for International Development’s (USAID’s) Bureau for Humanitarian Assistance (BHA). The program will create an independent monitoring unit for BHA programs in Syria that will increase BHA and its implementing partners’ understanding of the outputs, progress, challenges, successes, and lessons learned in regard to the selected BHA-funded projects.<br><br>The DCOP will lead the <strong>technical design, data analysis, and report writing</strong> aspects of this project. Along with another DCOP focused on learning, the Deputy Chiefs of Party will be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis. The DCOP must have excellent oral and written communication skills, analytical skills, interpersonal skills, and management skills.<br><br><strong>This position is based in Turkey, Jordan, or Lebanon.<br><br></strong>Position Duties and Responsibilities<br><br><strong><u>Essential Functions<br></u></strong><ul><li>Oversee the technical aspects of a robust monitoring and verification system, employing rigorous qualitative and quantitative research designs to implementation of the BHA SHMP III program. Oversee related technical tasks and coordination and communications with the USAID TOCOR and/or tasking managers. </li><li>Ensure the high quality and rigor of technical services provided under this Contract, including but not limited to technical aspects of recruitment/staffing, research designs, instruments, data collection, data security and privacy, data analysis, writing, and dissemination. </li><li>Ensure that activities implemented under the Task Order are managed and implemented in accordance with USAID regulations, policies and procedures related to data, research, and evaluation, and the specifications determined in the program statement of work. </li><li>Provide technical assistance and training, as needed, for USAID, IP, and government counterpart staff. </li><li>Other duties as assigned. <br></li></ul>Position <strong>Requirements <br><br></strong><strong><u>Qualifications<br><br></u></strong>Academic <strong>Qualifications <br></strong><ul><li>Bachelor’s degree or higher in international affairs, social science, statistics, or a related field. A master’s degree in international affairs, social science, statistics, or a related field is preferred. <br></li></ul><strong><u>Experience And Skills<br></u></strong><ul><li>Five (5) years of progressively responsible experience in the humanitarian, transition, or development field, with at least two years of experience in conflict zones. </li><li>Previous experience designing monitoring and verification systems or other rigorous qualitative and quantitative research designs. </li><li>At least five (5) years previous experience implementing TPM projects, M&E support projects, or evaluations. </li><li>Three (3) years of experience conducting quantitative and qualitative analysis related to humanitarian assistance. </li><li>Experience in a leadership role on highly complex USG-funded programs, including direct supervision of administrative and/or technical staff for USAID-funded programs. Experience managing local staff. </li><li>Experience managing subcontractors and in building participatory, transparent, and collaborative partnerships. </li><li>Previous experience working on programs implemented in Syria is desirable.
