NEOM is a planned Border town cross-border cit y in the Tabuk Province of north western Saudi Arabia . The site is near the Red Sea and the borders of Egypt , Israel , and Jordan . It will cover a total area of 26,500 km 2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground breaking ways.<p><br></p><strong><u>Position Description</u></strong><p><br></p>The QC Lead shall inspect and monitor NEOM Executive Programme Management (EPM) Projects in relation to Quality Control; Escalate non-compliance of scope, codes and standards, reviews Project Quality Documents and performs other tasks in relation of Projects Quality in area of his or her specialty. Reviews and monitors non conforming conditions and associated corrective actions to ensure quality program effectiveness.&lt; Reviews and reports on new or revised regulatory requirements and their impact on the established quality program.&lt; Follows up on actions taken in response to audit findings to ensure adequacy of completed corrective actions. Maintains contact with designated client quality personnel to provide status, manage relationships, and execute applicable actions. Provides direction and assigns work to quality specialists and others who assist on specific assignments. Reviews and checks work. Works with and/or leads root cause analysis in conjunction with other project personnel to develop corrective action plans which assist in the resolution of complex issues. &lt; Evaluate problems and make initial recommendations for possible corrective action and raise reports about all site inspections, disqualified site workmanship and materials to the Project Quality manager Provides input into the development of standardized metrics and responds to engineering, construction, procurement and others who request guidance on implementation of quality requirements. Prepares Weekly/Monthly Quality reports with applicable KPI established for the Project Coordination with construction personnel in all matters related to quality control Review of applicable contractual requirements (technical standards, specifications etc.) Knowledge of plans and specifications, Project Quality Plan, ITP’s, Method Statements, written procedures, Projects specifications, Manufacturers’ recommendations, Shop drawings etc. If work is not being performed in accordance with plans/specifications, advise the Contractor’s Representative. Make an accurate, comprehensive record of all work inspected by completion of Daily Logs while on-site Review drawings/files/plans and the relevant procedures; review and validation of inspection assignment documentation (technical aspects, reference documentation, schedules, drawings, milestones, reporting, logistics, coordination procedure, etc.) Execution or supervision of inspection according to predefined Project Quality plan and the established inspection procedures/techniques.&lt; Monitor equipment and instrumentation to ensure proper Installation, operation and calibration using inspection procedures, protocol and checklists.&lt; Execution of inspection reporting including Non-Conformities (NCR’s) and other applicable deliverables, treatment and closing of Non-Conformities /corrective actions. Interpretation of results of survey or inspection Organizing the quality control operation within his/her own area or discipline Reviewing all inspection and test records<br><br><strong><u>Job Knowledge<br><br></u></strong>Technical knowledge in the application of engineering, environmental, procurement, construction, testing, or operations or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements. Knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations or decommissioning. Knowledge of corrective action system application to eliminate nonconforming conditions. Knowledge of regulatory requirements and functions that impact the quality program. Proficiency in oral and written communication.<br><br><strong><u>Requirements<br></u></strong><ul><li> 10+ years’ experience in overseeing the design, development, and implementation with leadership experience in an EPC, Infrastructure or related industry encompassing activities associated with engineering, procurement, and construction of critical products, projects, or services. <br></li></ul>Relevant Bachelor`s degree is preferred in Engineering, Science, Project/ Quality management, Business management or related field. (required<br><ul><li> Membership of an appropriate professional body would be advantageous. </li><li> ISO 9001: 2015 Certified Lead Auditor (IRCA approved) (required). </li><li> Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage) </li><li> Demonstrated experience with design controls, design verification and validation activities, process controls, construction or start-up activities, and risk management. </li><li> Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community. Must have led diverse teams made up of multifunctional professionals to realize agreed upon goals and objectives. Excellent coaching, listening, presentation, and interpersonal skills. </li><li> Good knowledge of Project Quality Management System and ISO 9001 certification at an enterprise level </li><li> Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement. </li><li> Proven data analysis, data verification, and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business insight. </li><li> Ability to interact effectively and professionally at all levels of the organization (e.g., executives, managers, subject matter experts, peers, and support staff) </li><li> Ability to develop and lead process implementation and improvement in a team environment.
