It operates to enable NEOM’s competitive economy by coordinating with private, public and institutional stakeholders to achieve socio-economic objectives laid out by NEOM’s leadership. Four core pillars describe the SEDO: Business Attraction and Support; Ecosystem Enablement; Talent Strategy; Economic Foresight and Planning.<p><br></p>Within the Talent Strategy pillar, we are looking for a Manager who will execute on the pre-developed strategy for a greenfield city and implement initiatives to promote NEOM as a top destination for highly skilled talent. Support the Talent office director in thought leadership by providing insights on the latest trends in talent attraction worldwide and activities that developed countries launch in order to successfully attract talent (e.g., economic development programs related to talent attraction, trends in regulations etc.)<p><br></p><strong>Key Accountabilities & Activities</strong><p><br></p><ul><li>Support Talent office director in developing NEOM’s strategy to attract Talents and digital nomads professionals by providing insights on actions and initiatives that successful talent hubs launch </li><li>Support in consolidating workforce demand/ supply at macro-level for NEOM economic sectors </li><li>Provide understanding of labor and social policies relevant for highly skilled talent and best practices worldwide </li><li>Analyze gaps in the current state of NEOM regulations and economic development programs relevant for attracting talent and best practices worldwide </li><li>Work with regulatory teams to develop a plan to close the gaps in regulatory framework and participate in policy drafting (labor policies, people development policies) </li><li>Identify global current and emerging digital nomads needs </li><li>Monitor latest thinking on future of work and enabling forces impacting workforce (e.g., digitization, automation etc.) and develop insights on their direct implication to NEOM talent along with providing recommendations </li><li>Monitor global diversity and inclusion trends and develop recommendations on how NEOM can achieve and remain its welcoming culture </li><li>Provide understanding of KSA and MENA labor market and policies/ initiatives launched to increase labor participation of different talent segments </li><li>Conduct regular analysis of pertinent statistical data to identify trends and developments related to trends in talent development </li><li>Support Talent office director in defining and setting KPIs for talent attraction (on industry/ ecosystem level and on different talent segment levels) </li><li>Contribute to designing digital KPIs dashboard and its distribution to internal and external NEOM stakeholders </li><li>Analyze KPIs and work with other parts of Talent office and representatives of NEOM sectors and industries to develop measures to reach KPIs </li><li>Minimum of 5+ years of experience in the public sector or private organizations focused on Talent Attraction, Retention and Development </li><li>Experience on policy development on human resources development, and labor regulations and laws </li><li>Experience on cooperation and working with talent development institutions and organization </li><li>Minimum of master’s degree in relevant field </li><li>Suitability to undertake the responsibilities mentioned above at the required level </li><li>Experience working in international diverse teams </li><li>Experience with strategic planning and execution </li><li>Excellent interpersonal skills and ability to communicate in English effectively both in oral and written form </li><li>Demonstrated performance in creating, motivating and leading diverse teams of highly qualified professionals </li><li>Sound planning, management, and administrative skills together with superior interpersonal negotiating skills</li></ul>
