<strong>Duties<br><br></strong><strong>Summary<br><br></strong>You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Navy Supply Systems Command (NAVSUP) Fleet Logistics Center Bahrain (FLCB) of NAVSUP FLC BAH GF. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).<br><br><strong>Requirements<br><br></strong><strong>Qualifications<br><br></strong>In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, providing, executing and maintaining all aspects of contract support; 2) Conducting acquisition planning and contract pre-award functions to include: determining method of procurement and contract type, documenting the acquisition strategy, and obtaining appropriate approvals; 3) Preparing solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; 4) Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, and approval reviews/fair opportunity evaluations and claims disputes; 5) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to contracting issues; and 6) Developing business clearances detailing the pre-negotiation position utilizing audits, technical reports, and cost and/or price analysis. Additional Information (Continued): The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed. This is a Key/Emergency-Essential position. In the event of a crisis situation of war, the incumbent must continue to perform assigned duties to support mission requirements until relieved by proper authority. In addition, this position requires Anthrax vaccinations. The Anthrax vaccination is a series of 6 shots occurring at 0, 2 and 4 weeks; then at 6, 12 and 18 months, followed by an annual booster as long as you remain in the position. We strongly recommend that you begin the Anthrax series before arriving in Bahrain and provide a shot card or other medical verification upon arrival. If this is not possible, you will be required to report to the Branch Health Clinic to receive these mandatory vaccinations within 15 days of arrival. The Branch Health Clinic will also provide subsequent Anthrax vaccinations (to complete the series) as well as annual boosters. You may be exempt from Anthrax requirements if you provide acceptable medical documentation which provides medical justification for exemption. Please refer to the hyperlinks for additional information. This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). Relocation and recruitment incentives up to 25% may be authorized. Physical Demands: Work is mostly sedentary, but there is some walking and climbing required during visits to contractor facilities and occasionally U.S. Navy ships or vessels. There is occasional walking, standing, bending, carrying light items such as reports or files, or driving an automobile. No special physical demands are required to perform the work. Incumbent may be subject to occasional travel of up to 25%. This may require walking, bending and climbing during visits to various Navy and commercial installations. During the course of this travel, industrial facilities may be visited or toured. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as conference rooms or offices, or commercial vehicles, e.g., use of safe work practices with office equipment; avoidance of trips or falls; observance of office regulations, traffic signals, safe driving practices, and similar practices. The incumbent works in an air conditioned, heated and carpeted office space.
