<p><strong>About CAA</strong></p><p>Iraq Civil Aviation Authority (ICAA) is a government body responsible for the regulation of all civil aviation safety in Iraq as per international standards and recommendations.</p><p> </p><p>ICAA aims to promote civil aviation safety within and beyond the Iraq airspace by collaborating with local and international talents.</p><p> </p><p>If you wish to join ICAA in its mission to promote and develop civil aviation safety, you may apply for the position below, given you meet the minimum requirements.</p><p><br></p><p><strong>Job Title</strong></p><p>ANS Inspector – MET</p><p><br></p><p><strong><u>Law and Regulation</u></strong></p><p>- Assessment, establish drafts, monitor and update/develop <strong><u>ICAA Law and Regulation</u> related to (ANS / MET Section)</strong></p><p> </p><p><strong><u>Organization and Job Description</u></strong></p><p>- Develop <strong><u>an organizational structure</u></strong> for the (ANS/MET Section) in line with the requirements of the International Civil Aviation Organization Standards.</p><p><strong><u> </u></strong></p><p>- Issue and develop methodology of staffing needs such as <strong><u>Man-Hour Plans</u></strong> for (ANS/MET Section) inspectors and coordinate with other flight safety areas.</p><p> </p><p>- Issue and develop Job Description (JD) for each category of inspector (ANS/MET Section) according to ICAO requirement.</p><p><strong><u> </u></strong></p><p><strong><u> </u></strong></p><p><strong><u> </u></strong></p><p><strong><u>Training</u></strong></p><p>- Perform an assessment of current ICAA-FSD (ANS/MET) staff depending on ICAO minimum qualification requirement, and define the solution then implement it.</p><p> </p><p>- Preparing and implementing of a training program and training plan for (ANS/MET) staff with coordinate with other areas, and issuing software solutions to keep the training needs and records up to date for all inspectors.</p><p><br></p><p>- Provide and implement initial, basic, recurrent, specific trainings and On-Job-Training to Flight Safety Department staff in related positions, and grant the certificates for them according to ICAO requirements granting certificates to them according to training curricula as per the requirements of the ICAO.</p><p>- Maintain and develop training file records for all Flight Safety Department staff in related positions, documenting and retaining in the trainee’s file the achievement of competencies and their associated performance criteria.</p><p><br></p><p>- Qualifying counterparts/staff in the Civil Aviation Authority – Flight Safety Department to perform work tasks in nominated department in terms of decision-making and a discreet work mechanism.</p><p><strong><u> </u></strong></p><p><strong><u>Procedures</u></strong></p><p>- Develop and improve the entire documents for technical instruction such as (Procedure/Handbooks, rulemaking, Forms, Checklists, Certification, Advisory Circulars, etc.) and all the related documents for (ANS/MET) Section according to ICAO requirements.</p><p><span> </span></p><p><span>- Develop all process related to (ANS/MET) section requirement of relevant part to operation specification.</span></p><p><span> </span></p><p><span>- </span>Establish all checklists and detail in each one the exact reference to the regulations. </p><p><br></p><p><span>- </span>Check the files of (ANS/MET) for completeness and integrity and identify any shortcomings.</p><p><span>- Propose and implement a new documentation system in the area of (ANS/MET) based on ICAO standards.</span></p><p><br></p><p><strong><u> </u></strong></p><p><strong><u> </u></strong></p><p><strong><u>Certification and approvals</u></strong></p><p>- Carry out all functions of the (ANS/MET) section mentioned in the job description developed for the section.</p><p> </p><p>- Participate in all activities related to certifications<span>, re-certifications</span>, approvals authorizations and supervisions, etc.<strong> </strong>of service providers<span> and ensure that all steps in the structured assessment and certification processes have been completed.</span></p><p><br></p><p><strong><u>Surveillance and USOAP activity</u></strong></p><p>- Establishment the surveillance program and procedure (Audit, Inspections , etc.) and develop the annual audit plan (scheduled and random), forms, check lists and follow up Raising inspection non-conformances, reviewing corrective action proposals, closing or escalating non-conformances as appropriate. Consideration the software records for surveillance.</p><p><span>- Prepare for the upcoming USOAP audit/validation activity in (MET) unit for all safety domains (CE-1 to CE-8(, ICAO Coordinated Validation Missions (ICVMs), CC-EFOD, Self-Assessments and development and follow up of subsequent Corrective Action Plans (CAPs) including resolution of Significant Safety Concerns (SSC) in the area of (ANS/MET) section , if any. including assistance in the implementation of USOAP CMA CAPS in and provide support through the following:</span></p><p><span> </span></p><p><span>1. Assist ICAA to analyze the compliance of MET regulations to applicable ICAO SARPS and draft the compliance checklist and notify difference.</span></p><p><span>2. Independent review of the ICAA responses to all PQs (as provided by the ICAA in the USOAP CMA OLF).</span></p><p><span>3. Development of corrective action plans (CAPs) for the PQ responses that experts deems to be unsatisfactory.</span></p><p><span>4. Provide technical assistance to draft procedures, policies, and regulations to establish the framework for implementation of the CAPs for all of the PQs.</span></p><p><strong><u> </u></strong></p><p><strong><u>Investigation and enforcement</u></strong></p><p>- Establishment the regulation and procedure (resolution of safety concern, check lists, reports, forms) for investigation and enforcement by coordinate with other sections.</p><p> </p><p>- investigation of occurrence reports which submitted to ICAA and propose a necessary enforcement if required.</p><p><br></p><p>- </p><p><strong><u>General</u></strong></p><p><span>- Coordinate with the Personnel Licensing “PEL” section related to the task of examination, approvals, authorization, validation, licensing, conversion, etc. of related aviation personnel.</span></p><p><span>- Coordinate with PEL counterparts to develop the regulation and procedure related to the accreditation of MET training centers and curricula.</span></p><p><span>- </span>Participation in all meetings, seminars or audits (if any) by external parties, such as (International Civil Aviation Organization, the European Commission / EASA, other authorities).</p><p><br></p><p><span>- </span>Perform other related duties, as required by ICAA.</p><p><span> </span></p><p><span> </span></p><p><strong><u>Competencies</u></strong></p><p><span>- Professionalism</span></p><p><span>- Communication</span></p><p><span>- Teamwork</span></p><p><span>- Planning and Organizing</span></p><p><span>- Accountability</span></p><p><strong><u> </u></strong></p><p><strong><u>Qualification and Experience</u></strong></p><p><strong><u> </u></strong></p><p><span>- </span><strong>Education</strong></p><p><span>University degree in (At least Bachelor degree of science in Meteorology (BIP-M)) or equivalent qualifications.</span></p><p><strong><u> </u></strong></p><p><strong><u>Courses/Training</u></strong></p><ul><li>Specialized Aeronautical Meteorological Forecaster (SAMFC)</li><li>Numerical Weather Predication course (NWP)</li><li>Satellite imagery interpretation course</li><li>Specialized courses for Manager of Aeronautical Meteorology</li><li>Safety Oversight of Aviation meteorological services</li></ul><p><span> </span></p><p><span> </span></p><p><span> </span></p><p><span> </span></p><p><span>- </span><strong>Professional experience</strong></p><p><strong>Essential</strong></p><p>· Extensive experience (10 years or more) in a modern, up-to-date environment, at increasing levels of responsibility, leading to supervisory level in meteorology.</p><p>· Professional or advanced technical, operational and managerial qualifications in MET</p><p>· Experience at senior or supervisory level in development of MET.</p><p>· Senior level experience in organization and management of MET, </p><p>· Demonstrated experience relating to safety management and/or civil aviation safety regulations.</p><p>· Thorough knowledge of ICAO SARPs and Procedures for MET Section </p><p>· Demonstrated ability to recognize key issues and analyse relevant information before making recommendations.</p><p>· Ability to write clearly and concisely detailed technical and specialized reports and to make verbal presentations.</p><p>· Ability to develop clear goals that are consistent with agreed strategies, and to identify priorities and adjust as required.</p><p>· Knowledge and accuracy in applying directives from the International Civil Aviation Organization.</p><p><strong> </strong></p><p><strong> </strong></p><p><strong>Desirable</strong></p><p>· Previous experience in an ICAO technical cooperation project.</p><p>· Certificate in ICAO’s Universal Safety Oversight Audit Program, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment.</p><p><strong><u>Languages</u></strong></p><p><strong> </strong></p><p><strong>Essential</strong></p><p><span>· Fluency in oral and written English is required.</span></p><p><span> </span></p><p><strong>Desirable</strong></p><p><span>· A working knowledge of a second language of the Organization (Arabic).</span></p><p><br></p>
