<strong><u>Job Description<br><br></u></strong>Parsons is looking for an amazingly talented <strong>Senior Cost Engineer</strong> to join our team!<br><br><strong><u>Position Overview<br><br></u></strong>Responsibility for Parsons’s Senior Cost Engineering for SAPL Qiddiya Infrastructure Partner (QIDP). Responsible and accountable for ensuring that all work is in full coordination with Qiddiya Investment Company (QIC) and with other delivery partners. QIC is providing strategic direction for all partners in the three-way partnership with other partners on a city-wide basis. Reports directly to the Senior Finance Manager.<br><br><strong><u>Specific Responsibilities<br></u></strong><ul><li>Supports the development and implementation of the QIP reports as directed by the Senior Commercial Manager.</li><li>Supports the development and implementation Standard operating procedures for the reporting aspects of the program as directed by the Senior Commercial Manager.</li><li>Provides guidance and support to the reporting specialists concerning day to day performance of the work scope.</li><li>Supports the facilitation of forming partnerships with key stakeholders and organizations impacted by the program.</li><li>Responsible for reporting among our team (including subcontractors).</li><li>Responsible for external reporting, including all major contracts.</li><li>Responsible for working closely with QIC and delivery partners to ensure best for program reporting decisions.</li><li>Reports reporting challenges and issues to the Senior Commercial Manager and helps to develop appropriate resolutions/mitigations as necessary.</li><li>Assigns work to employees, oversees, and tracks the completion of work assignments as directed by the Senior Commercial Manager.</li><li>Maintains clear and concise work standards and goals, takes corrective action as necessary.</li><li>Prepare the needed reports.</li><li>Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.</li><li>Performs other responsibilities associated with this position as may be appropriate.</li><li>Cooperates with the controls manager to match CBS with WBS.</li><li>Development of Cash flows and providing the finance department with necessary information for invoicing and accounting</li><li>Administers budget variance tracking for the project</li><li>Review new project budget and cost codes against estimates</li><li>Manage the Project cost Status Report process for all projects.</li><li>Review all monthly Project Status Reports with the controls manager prior to issue to finance.</li><li>Analyze department team forecasts</li><li>Review status of project Change Order</li><li>Manage the Contract Modification process, review final entry prior to posting</li><li>Review project Cashflow reports with each project team</li><li>Assists with the development and management of the cost control systems to provide project and company management with accurate financial information<br><br></li></ul><strong><u>Preferred Education/Experience<br></u></strong><ul><li>Degree in Engineering or related discipline with minimum 10 years’ experience in construction projects, specifically management experience across multi-disciplinary teams.</li><li>Advantageous to have extensive experience of significant PM/CM contracts.</li><li>Cost Engineering Certified is a plus.</li><li>Strong communication skills in English, written and spoken.<br><br></li></ul><strong><u>Skills/Competencies<br></u></strong><ul><li>Demonstrated teamwork and management skills.</li><li>Proven experience of working within complex construction environment.</li><li>Ability to follow through &amp; clearly deliver work instructions in a complex stakeholder environment.</li><li>Ability to work in a matrix organization (dual reporting). Ability to interact with senior-level management.
