<strong>Requisition ID: <strong>265882<br></strong></strong><ul><li> Relocation Authorized: International – Family </li><li> Telework Type: Full-Time Office/Project </li><li> Work Location: Ras Al Khair <br></li></ul><strong><u>Position Summary<br><br></u></strong>Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.<br><br><strong>Work Location: Ras-Al-Khair<br><br></strong><strong>This work location for this position is in Ras-Al-Khair which is located about 90 KMS north of Jubail Industrial City. You will be required to commute Jubail – Ras-Al-Khair – Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.<br><br></strong><strong><u>Major Responsibilities<br><br></u></strong>Performs all tasks involved in the formation and award of contracts. Communicates with bidders and personnel within Project Team to establish clear definition of requirements and to ensure work complies project and quality requirements. Assists in and conducts meetings as needed to perform the work.<br><br><strong><u>Essential Job Duties<br></u></strong><ul><li> Develops and issues contracts and services agreements as assigned by performing the following:</li><li>Prepares bidders’ lists (when required)</li><li>Pre-qualifies bidders (when required)</li><li>Assembles bid request packages, and seeks approval of packages</li><li>Loads and issues bid request packages into the e-RFP system</li><li>Coordinates bidders’ questions and answers to those questions</li><li>Receives bids</li><li>Evaluates bids commercially</li><li>Prepares commercial bid summary and recommendation letter</li><li>Recommends and secures approvals in accordance with established procedures</li><li>Prepares contract documents for execution</li><li>Prepares and maintains control and status reporting documents</li><li> Prepares and organizes assigned meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.</li><li> Assists project team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.</li><li> Guiding and mentoring more junior staff on project (or government) contracting processes, and tracking progress of bid packages per established schedule/durations.<br></li></ul><strong><u>Job Knowledge<br></u></strong><ul><li>Knowledge and experience in the formation of contracts and contract agreements, including types, terms and legal requirements.</li><li>Skill in working and communicating effectively, both orally and in writing, with other project functional groups.</li><li>Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.</li><li>Knowledge and understanding of the project functional groups and company policies, procedures and work practices.<br></li></ul><strong><u>Skills And Qualifications<br><br></u></strong><strong>Essential Technical: <br></strong><ul><li>University degree or diploma in Business, Accounting, Engineering, or related field.</li><li>15 years’ experience in the bid, evaluate and award process of contracts.</li><li>Familiarity with lump sum, unit price and cost-plus type contracts.</li><li>Familiarity with construction, design services and O&M forms of contracts.</li><li>Competency in MS Office suite.<br></li></ul><strong><u>Essential Behavioral<br></u></strong><ul><li>Effective oral communication skills.</li><li>Organized in documenting and record keeping.</li><li>Adaptability to differing cultures and environments.</li><li>Effective in guiding and mentoring more junior staff, a team player.<br></li></ul><strong><u>Preferred Technical<br></u></strong><ul><li>Previous experience on integrated project(s) with a client.</li><li>Contract administration and/or claims experience.</li><li>Advanced degree in business or law.</li><li>Familiarity with government procurement law.</li><li>Familiarity with use of government e-RFP system, Etimad.<br></li></ul><strong><u>Preferred Behavioral<br></u></strong><ul><li>Developed business writing skills, with strong command of the English and Arabic languages.</li><li>Flexibility in adjusting to workload and priorities.</li><li>Comfortable interacting in a multi-national team environment.</li><li>Comfortable interacting with other departments and varying levels of management.</li><li>Self-motivated, curious, and enjoys challenges.<br></li></ul><strong>Shaping tomorrow together<br><br></strong><strong>Bechtel is one of the most respected global engineering, construction, and project management companies.
