<strong>Summary</strong><p><br></p>With reference to NEOM Operations Owned/Managed Utilities Infrastructure – The Senior Manager of Facilities Maintenance will lead engineering operations through the management and delivery of all related asset maintenance – Power Generation, STP, Various Water Storage & Distribution etc.<p><br></p><strong>Responsibilities</strong><p><br></p><u> Service Delivery Assurance </u><p><br></p><ul><li> Develop policies, processes, and standard operating procedures (SOP’s) for the delivery of engineering maintenance to all buildings, plant and equipment and functional areas under his/her jurisdiction across NEOM FM. </li><li> Troubleshoot, resolve, and report all Facility Engineering Maintenance performance issues and generate solutions for improvement. </li><li> Monitor and improve performance, energy consumption, waste handling, equipment running efficiency and related facility operating criteria. </li><li> Develop, implement, and monitor/improve appropriate performance metrics for NEOM FM. </li><li> Participate in engineering design reviews. </li><li> Ensuring the correct and appropriate manpower planning for all Maintenance and Engineering disciplines across all facilities (Service Partner & NEOM FM). </li><li> Lead the Maintenance & Engineering planning function with particular regard to ensure PPM, Predicative and Reactive Maintenance is coordinated, controlled, and reported to guarantee the highest level of service. </li><li> Work in unison with the and Director of Utilities and Director of Technical Services to assess all open/closed/ pending tickets and find improvement solutions to aid high levels of customer service expectation </li><li> Ensure all maintenance plans are developed to allow the longest-term asset preservation and assist the Director of Utilities in the compilation and annual maintenance of a 30-year LCCA (Life Cycle Cost Analysis) </li><li> Coaches and supports Facility Engineering & Maintenance leadership team to effectively manage controllable expenses (e.g., wages, heat, light and power, water consumption, tools and equipment, supplies, uniforms, service partners, specialized contractors, service agreements, inventory, etc.) </li><li> Develops an engineering operating strategy that is aligned with NEOM Operation brand and overall business strategy. </li><li> Ensures integration of all FM goals into Engineering and Maintenance plans. </li><li> Reviews financial reports and statements to determine how contracts are performing against budget. </li><li> Addresses potential areas of concern and proposes solutions to the Director of Utilities and Executive Director FM in a proactive manner. </li><li> With the Director of Utilities, develops business continuity and emergency management plans for utilities. </li><li> Supervises construction to ensure timely completion of projects within budgetary guidelines. </li><li> Liaise and coordinate with other functions across NEOM FM as required to ensure minimum disruption to community life and asset operating schedules during planned or unplanned maintenance. </li><li> Responsible for ensuring that appropriate environmental, health and safety systems are in place to comply with all applicable regulations and standards (Local and International). </li><li> Assists to develop a business plan & budget to cover all aspects of Facility Engineering and maintenance for NEOM FM and monitors adherence to both reporting any deviation to the Director of Utilities. </li><li> Partner with NEOM wide Engineering & Maintenance teams and support groups to develop long range facilities plans. </li></ul><p><br></p><u> People Management </u><p><br></p><ul><li> Educate team on safety regulations, O&M Procedures, purchasing procedures and other department standards. </li><li> Ensure that technical team uses equipment safely and efficiently </li><li> Ensure good relationships are built with internal and external customers </li><li> Help instill a culture of continual improvement, personal development, and optimum performance for all O&M service delivery stakeholders </li><li> Promote a high-performance working environment embracing NEOM values </li></ul><p><br></p><strong>Qualifications</strong><p><br></p>Essential:<p><br></p><ul><li> Minimum 15 years-experience in a similar role </li><li> Must have a 1st degree in an Engineering discipline </li><li> Member of relevant Institute or Society </li><li> Experience of large estate engineering utilities services operations & maintenance </li><li> Proven experience in managing complex central built assets and delivering engineering/ maintenance services </li><li> Facility Engineering Maintenance planning and execution (PPM/Predictive & Reactive) </li><li> Service Partner Management and Mentoring </li><li> Experience in multiple stakeholder communication and management </li><li> KPI/SLA/SOP and standards development/ management </li><li> Experience with engineering and buildings codes such as SBC, ASHRAE, NEC </li></ul><p><br></p>Desirable:<p><br></p><ul><li> Mixed Use Development Experience </li><li>
