Role Summary

NEOM Water Sector is accountable for the strategy, planning and concept design of water assets, but hands over responsibility for the delivery of these assets to NEOM Projects. NEOM Water however remains Accountable for those assets throughout delivery phase, as well as post commissioning for Operation & Maintenance.

All new water assets are procured under a D&B model and in accordance with NEOM’s Plan of Work, which includes a Stage Gate process: 3A (Concept Design- 30%), 3B (Developed Design- 60%), 3C (Detailed Design – 90%), 3D (Issue for Construction), 4A (Construction), 4B (Commissioning & Handover), and stage 5 is the operation and maintenance of the assets.

NEOM Water and its Accountability during all project stage gates, drives the need to be closely involved in all our projects. With the volume of projects coming to the market in the coming months & years, and the wide range of activities involved, the Water Transmission, Storage & Distribution department require to deploy a Cost and Planning Engineer to support the department in establishing a cost database tailored made to our projects. The Cost and Planning Engineer will also be responsible to create and review cost and resources loaded time schedule and support, monitor, and control all costs aspects of our projects from the planning to the handing over phase.

Key Accountabilities And Responsibilities

  • Create a cost database tailored made to the Water Transmission, Storage and Distribution Projects using the awarded bids, market prices, and other cost estimating methods/techniques. Our projects include water storage tanks, pumping stations, culverts, pipelines, mechanical and electrical equipment, control and automation equipment, buildings and storage hangars, and other associated works
  • Support the department in establishing a cost estimate for each of our projects during the initiation stage
  • Review the cost estimates and time schedule submitted by the design consultant during the concept design stage
  • Review the resources loaded baseline time schedules submitted by the D&B contractors
  • Support the department in estimating cost and time impact for any change, variation, or additional works to our projects
  • Maintain records, prepares reports and presentations, and keep the senior management team updated on all cost and time matters related to our projects
  • Monitor the project’s cost and time schedule on regular basis and flag any issues to the water department senior management
  • Provide training to graduate and junior Saudi Engineers
  • Always ensure adherence to health and safety regulations
  • Participate in meetings and site visits related to our projects
  • Build and maintain a good relationship with all stakeholders including NEOM departments (in-particular projects) and external entities
  • Assist with the recruitment and finding of new staff
  • Travel to multiple sites as required
  • Adhere to OHS, quality, environment and sustainability guidelines and regulations and consider these aspects in all our projects
  • Ensure that OHS, quality, environment and sustainability aspects are factored and considered in all our cost and time estimates for our projects
  • Participate with the team is site visits and inspection of matters related to the implementation of QA/AC, OHS, Environment and Sustainability Plans at all sites

Education & Experience

  • BSc degree in Engineering
  • Should have a minimum 15 years in cost and planning of large-scale civil infrastructure and/or industrial projects.
  • Should have experience in cost estimation methods including analogous, bottom-up, expert judgement, parametric, three-point estimating, most likely estimate, etc.
  • Should have experience in Work Breakdown Structure (WBS) for large scale civil infrastructure projects
  • Should have knowledge in recognized methods for quantity measurement such as the ICMS, CESMM, etc
  • Should have knowledge and experience in recognized standards for cost estimate accuracy such as the AACE
  • Should have experience in Value Engineering and cost optimization for large scale projects
  • Leadership: Enable, motivate, and inspire the team to meet deliverables within project constraints by demonstrating commitment, expertise, confidence, genuine concern, and ability to help everyone solve challenges and achieve goals
  • Business Communications: Use the right language, tone, and storytelling techniques when communicating, describing, or explaining issues over email, chat, reports, presentations, and other forms and channels of communication
  • Decision-Making: Make prompt, informed, and fact-based decisions for the good of the project
  • Accountability: Embrace ownership of and accountability for the project.
  • Valid driver’s license is a must
  • Ability to focus and keep calm under pressure
  • Ability to keep track of multiple projects
  • License from a recognized body/institute will be an added value
