Associate External Relations Officer Organizational Setting and Work Relationships
Direct supervision is normally exercised by a (Snr) External Relations Officer or Representative who provides guidance on the applicable procedures. Advice may also be provided by relevant functional units at HQ. External contacts are with a broad range of partners and stakeholders, including inter alia, government, media, embassies, donors, UN agencies, NGOs and other national and international organizations, as well as general public on matters of importance to the Organization. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties
– Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
– Assist the implementation of a communications strategy that generates support for UNHCR¿s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern).
– Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors¿ requests for information on ad hoc basis.
– Through a consultative process with headquarters, disseminate information on UNHCR¿s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation.
– Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles. – Draft narrative and financial reports on contributions in compliance with specific donor requirements. – Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements. – Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools.
– Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
– Consolidate information on UNHCR¿s country operations and identify appropriate messages for campaigns and appeals.
– Propose events and initiatives (e.g. commercial, cultural, political and sports) to promote the work of UNHCR and take action as appropriate.
– Support the management of media relations by, inter alia, responding to direct queries, publishing press releases, handling interview requests and organizing regular briefings and visits to country operations.
– Promote visibility of UNHCR¿s work and advocate for support for the people of concern through providing inputs for social media and other web content.
– Organize missions to the field and press briefings for external parties as required.
– Implement all aspects of a communications strategy.
– Represent UNHCR on behalf of senior management in fundraising and communication priorities in inter-agency initiatives and fora.

-to plan strategically and organize his/her work well against often tight deadlines
-to organize external visits to a refugee operation
-to engage with ER staff in two SO/FO and across the operation to ensure their collaboration and a joint understanding for Donor Relations and reporting purposes
-to produce reporting products in compliance with brand rules and messaging guidance, including some simple photo and layout aspects
-to pay attention to detail
-to draft reporting of external texts in excellent English.
Arabic proficiency would be an asset. Experience with compelling story-telling, especially on Social Media and the web would be an asset.

Operational context

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The P2 Associate External Relations Officer serves in the External Relations Unit of UNHCR’s country representation in Amman under the direct supervision of the Senior External Relations Officer.

The External Relations (ER) Unit provides Donor Relations (DR) and Communications products as well as services ranging from Operational Updates to Fact sheets to donor visibility posts on social media. It also runs the country website www.unhcr.org/jo and the operation’s data portal. In addition, the Unit facilitates field visits and meetings with donors, partners and influential individuals of all straits of life.

In addition, the Unit organizes events for specific purposes and target groups, analyses discourse, promotes the refugee cause through campaigns and informs refugees through digital communicating with communities tools.

The Unit also hosts and collaborates with UNHCR staff of private sector partnership teams supervised by other Offices.

Arabic proficiency would be an asset.

Living and Working Conditions:

Amman: Jordan has a total population of 9.4 million people. Amman houses 42% of Jordan’s population, 4.008 million, making it the populous city in the country. Amman is categorized as (A) duty station.

Rent in Amman can vary depending on the size of the property itself, number of bedrooms and the area of Amman in which it is located. Renting a 3-bedroom apartment can range from 1100 – 2500 USD per month.

Amman tends to have a Mediterranean climate; summers are mildly hot, winter usually starts around the end of November and continues until mid-March, there is occasional snowfall.

The medium for teaching in international schools is English, however there are a few French language schools as well. There is a plethora of institutions for children of all ages from pre-school to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcare’s international appeal, nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
