Job Description

Summary

Develop Hydrogen and Green Fuel assets, transform identified potential Opportunities into assets either owned by NEOM or by Partners and investors. Monitor and adjust projects performance to ensure their alignment with strategic objectives.

Key Accountabilities and Responsibilities

Strategy Development and Planning  

Support the Hydrogen and Green Fuels Executive Director in developing the department strategy and related strategic plans

Monitor and measure implementation of the departmental strategy and related strategic plans ensuring that variances are addressed in a timely manner

Assets Developments

  • Manage the deployment of project resources, proactively managing project costs, providing forecasts, and presenting variances with narrative at appropriate review points to ensure effective utilization
  • Manage budget pipeline development and budget monitoring to ensure adherence to the preset budget and address modification in the following project tasks to compensate in case of over-spending
  • Establish and document project deliverables, plans, resources and benefits, including through meetings and stakeholder engagement as required, facilitating the development of the project from high level concept to achievable deliverables
  • Manage interdependencies and coordination across projects to ensure that information relating to project deliverables, risks and issues are effectively communicated between stakeholders and that key performance indicators are monitored and evaluated
  • Monitor quality standards and practices and educate the team, as required, to consistently deliver on time and as expected
  • Monitor the projects executed by contractors and ensure their obligation with the project scope and timeframe in line with the broad Hydrogen and Green Fuels BU strategy
  • Ensure adherence of contractors and service providers to health and safety management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality projects and a responsible environmental attitude

Contracts Management          

  • Identify potential contractors by applying evaluation and qualification criteria to determine whether the bidder has sufficient experience to perform the asset contract
  • Monitor transaction compliance (milestone, deliverables, invoicing, etc.) to ensure all contractual obligations are fulfilled and in compliance with E&W regulations, policies, and procedures
  • Manage contract renewal, renewal of disclosure documents and follow-up of subsequent procedures to ensure that all required documents are valid
  • Identify issues, special circumstances or breaches of contracts and take corrective solutions to ensure that all issues are flagged and resolved

Risk    

  • Assess and provide risk identification, mitigation or risk avoidance strategies and other solutions for on-time project delivery and ensure resolving all high priority project risks as they are encountered.
  • Continuously identify and track project risks, defining mitigation and contingency plans, assigning appropriate resources, and constantly communicating status to minimize impact

Project Stakeholder Engagement       

  • Plan and deliver stakeholder engagement activities to develop effective project working relationships and to ensure that stakeholder needs, and concerns are identified and met

Project Reporting       

  • Consolidate project data, including key information, commentary, and recommendations to support the review process and enable stakeholders to evaluate progress and agree on change
  • Provide appropriate documentation to enable successful transition to business as usual
  • Identify and record lessons learned to inform future project activities

People Management   

  • Organize and supervise the work of the assigned team to ensure that all work within a specific area of the activity is carried out in an efficient manner, which is consistent with NEOM procedures and policy.
  • Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner which is consistent with NEOM procedures and policy

Background, Skills

  • Minimum of 15 years of work experience in Energy, Oil & Gas or chemicals.
  • Minimum of 10 years of work experience in Project Management as a developer or owner.
  • Strong understanding of chemicals and gases 
  • Knowledge of the local laws, administrative rules, and regulations relating to construction, operations management, project management and asset management
  • Knowledge of budget preparation, basic financial related matters, and reporting against financial objectives
  • Effective negotiation and conflict resolution skills, as well as excellent managerial skills, including planning, organizing, and directing work in a collaborative work style, fostering cooperation and teamwork
  • Strong communication skills with the ability to communicate across the organization
  • Strong analytical skills, financial modeling abstract problem solving and logical reasoning

Qualifications

  • Technical college degree or Bachelor’s Degree in Engineering
  • Project Management Professional (PMP) or equivalent
