Head of Project Management Governance and Assurance

JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons.

To establish and maintain the Project Management (PM) Governance and Assurance system for BAE Systems Saudi Arabia in order to ensure and demonstrate compliance with corporate PM and Life Cycle Management (LCM) guidance, policies and mandates.
To lead and manage the PM Governance and Assurance Team within the Programme Management Function in order to ensure the successful implementation of PM Governance and Assurance strategy within BAESSA.
The key aspect of this role will focus on the delivery of the PM and LCM capability, operating closely with and providing expert leadership to other functional areas to ensure that the total capability delivered is fit for purpose.
JOB ACCOUNTABILITIES
As the Head of Project Management Governance and Assurance, the Job Holder is responsible to the Programme Management Director for:
Developing and establishing a PM governance framework in accordance with corporate governance guidance and mandates.
Supporting the BU Project Management Authority (PMA) and Deputy PMA by providing advice and guidance on the local adherence to BAE SYSTEMS Operational Framework and LCM governance requirements for the lines of business, including the development and implementation of local BU LCM policies and processes.
Support the Programme Management Director and Project Management Authority in the development of Project Management capability through direct engagement with Project Directors / PM Leads as required.
Ensuring that local LCM policies, processes and guides are established and maintained in accordance with corporate guidance and mandates.
Ensuring that local PM / PMA and LCM Delegations of Authority are established and maintained in accordance with corporate guidance and mandates.
Support the BU Project Management Authority (PMA) to establish, develop and grow LCM capabilities across all functions and disciplines.
Maintaining a Register of approved Phase Review Chairs and Assessors within the Business Unit, and the provision of associated training for the Chair and Assessor community for all KSA based BU’s.
Development and delivery of an LCM Training and Awareness programme for all KSA based BU’s.
Implementing measures and assurance checks to ensure that LCM is appropriately tailored and deployed effectively within the Business Unit.
Supporting internal and external (third party) assessments of the application of LCM and PM Capability within the BU, including Internal Audits, KPMG Controls Audits and other regulatory audits / assessments, as required.
Demonstrating compliance with the OF requirements through the biannual Operational Assurance Statement (OAS) returns.
In addition to specific PM Governance and Assurance accountabilities, the Job Holder is also responsible to the Programme Management Director:
Provide subject matter expertise across all core Project Management competencies to support the development of an indigenous capability
Support the development of the Project Management Function in both KSA and UK, providing Project Management guidance and expertise across BAE Systems Saudi Arabia
Contribute to the development of Project Management strategy and its implementation.
Ensure appropriate deployment of a PM capability delivery strategy and plan in the KSA and UK, for embedding core Project Management capabilities.
Provide advice and guidance in the development of process and toolset capability in the lines of business.
Support the development of Project Management people capability in the lines of business.
Proactively engage in project recovery plans as directed by the Project Management Authority as required
Support the development of Project Management capability at a corporate level through participation in the relevant corporate capability development working groups.
Providing and maintaining the Project Reporting System (PRS) toolset to enable the deployment of LCM Project (Bid / Contract) Reviews and assurance of LCM Reviews.
Providing and maintaining the Customer correspondence (TRACE) toolset to enable the effective management and response to formal customer communications with BAESSA.
Provide subject matter advice and guidance to the Project Management Function and Lines of Business / Projects on Lifecycle Management

Developing and delivery of Project Management Strategy:
Accountable for PM Capability Development in support of KSA Business Unit and associated BAE Systems Joint Ventures and Partners.
Deputise for PM Function Director in the development of PM strategy and its implementation.
Accountable with the PM Function Director for delivery of strategic capability improvements for PM Governance and Assurance including Continuous Improvement.
Accountable for the day to day management and development element of the appropriate functional team in KSA.
Accountable for the alignment of PM Strategy with Corporate Best Practice and Business Improvement initiatives.
Accountable for the measurement and applicability of Assurance within PM Function and PM Community and its overall impact on the business.
Accountable for the cross functional relationship against targeted business capabilities for Continuous Improvement alignment.
Developing and Deploying PM Capability:
Ensure that designated BAE Systems Saudi Arabia PM Improvements are identified and deployed to the Business Unit and that stakeholders are provided with regular updates on improvement progress.
To represent BAE Systems Saudi Arabia PM Function as the Subject Matter Expert (SME) on the applicable UK Corporate PM Council and Working Groups.
Establish Information & Knowledge Management capability with all PM stakeholders, enabling the capture of Lessons Learned and identification of Continuous Improvements within PM Governance.
Implement PM Assurance as a capability measure to assist with the identification of capability improvements and subsequent evidence of delivery and associated benefit returns of strategic capability deployments.
Provide interfaces, domain expertise and knowledge in the delivery of PM Capability with all PM stakeholders.
Capture, develop and discharge new PM existing and new competencies including capabilities (processes and toolsets) across Business Units.
Core Competencies:
The Job Holder will ensure that all aspects of the role are fully defined to ensure business requirements are achieved in accordance with all business and commercial criteria, as well as company policies and procedures. In doing so the Job Holder will develop and maintain project plans and budgets which will deliver to business needs, ensuring that these plans are consistent with overall programme needs, and that specific deadlines and milestones are agreed and communicated to all parties involved.
The Job Holder will lead, control and monitor these activities so that they are delivered to agreed time, cost and quality requirements, regularly reviewing and reporting on progress against plan and, where necessary, intervening to resolve issues which threaten delivery to plan. To achieve this it will be necessary to ensure that the project adheres to all policies and procedures and that they are carried out in such a way as to minimise risk and maximise opportunities.
The delivery of the role will typically be through the management of a small team of PM Managers and Professionals or is delivered as an individual contributor with significant subject matter expertise in a key PM discipline (capability lead).
The Job Holder will need to manage activities to ensure that they achieve all objectives and ensure all activities are delivered, and that issues are effectively addressed. To undertake this role, the PM will need to ensure the project team possesses the required resources and capabilities to effectively deliver their roles in line with all requirements and that staff are led, developed and motivated to ensure they are aware of and capable of meeting their accountabilities. To fully achieve this there will be a need to liaise with all functions relevant to the delivery of assigned projects to build an integrated project team and to enable the achievement of objectives
The role requires the application of Project Management skills covering the entire project lifecycle. The position is to lead this capability by ensuring the technical and SME support through direct and indirect management of the team (both in the UK and KSA) in the delivery of solutions. A significant aspect of the job will be the management of interfaces between several Functions, Programme Teams and other BU’s and Partner Companies.
The job holder will hold the BAE Systems Saudi Arabia delegated Project Management Governance from the Project Management Authority and be responsible for the project team for the application and compliance with the BAE Operational Framework, PM functional processes, including LCM and on all projects and tasks. Specifically Planning, Monitoring and Control; Risk and Opportunity Management, Performance Management and Life Cycle Management, Bid Status and Phase and Contract Reviews.
The post holder will delegate specific authority where appropriate to other functions of the project team.
RECRUITMENT SPECIFICATION
Prime Contracting Experience
Knowledge and experience of Business with KSA or Middle East and their culture
Extensive Project Management expertise within the industry/sector knowledge; leading significant and diverse projects, with an understanding of all parts of the business lifecycle from business winning and bid work through to in-service support and disposal.
Customer and Supplier relations
Experienced as member of Management Team in large multi-national complex Project
Overall Project Management experience with specific experience in a senior Project Management role.
The role typically requires a degree in Project Management or related discipline.
LCM Chair and Assessor
Ideally APM/PMI accredited
Extensive experience across all phases of lifecycle including Phase Reviews, Design Reviews and Contract Reviews.
Experience of the development and application of project management processes including, organisational design, and information management Risk and Opportunity management and functional governance.
Experience in resource management.
Application of cost control measures including EVM, configuration management measures and EVM
Experience of leading large or diverse project teams and resolving complex project problems whilst managing customer expectations
Experience in managing Customers and Suppliers
