The Oil &amp; Chemical Industry Infrastructure Engineer is responsible for reviewing all related infrastructure designs, conducting technical and commercial assessments for LTC project infrastructure systems, and working with different project organizations to develop plans, design basis, philosophy, and strategy for the project. The infrastructure engineer acts as a technical consultant and subject matter expert when required.<p><br></p>Key Responsibilities<p><br></p><ul><li> Reviewing plans and deliverables for new integrated refinery and petrochemical projects to ensure that they comply with company standards and regulations as well as industry codes. </li><li> Daily interaction with different organizations to interpret, analyze, and act on their needs and requirements related to the utility systems, infrastructure, and supply chain. </li><li> Perform a full lifecycle review of any design related to utilities, pipelines, railway systems, corridors, roads, bridges, modularization, marine and terminal infrastructure, jetties, berths, land development, etc. </li><li> Acts as a technical consultant and subject matter expert when required. </li><li> Participate, review, and analyze any document related to utilities, infrastructure, and the supply chain. </li><li> Review and ensure company land use permit (LUP) approval for the targeted lands of the projects. Work with the Royal Commission of Jubail and Yanbu (RCJY) and other government authorities to secure the lands and complete the necessary paperwork and requirements. </li><li> Support the project team to define the infrastructure needed for shared services such as cogeneration, air separation units, hydrogen manufacturing plants, product handling and logistics, marine terminal storage, desalination plants, sulfur handling, communication networks, etc., ethylene/propylene grids, CO2 collection hubs, and CO2 delivery to underground sinks, where applicable. </li><li> Participate in and review the design and plans to develop an overall site construction plan that considers all elements of the construction, including large equipment transportation, construction lay-down areas and yards, batching plants, fabrication areas, construction waste management areas, site preparation surveys and tests, temporary construction facilities and camps (for the company and contractors), a local modularization hub including modular erection yards, a construction jetty, and all support services, logistics, and security associated with the construction of these major facilities. </li><li> Support in reviewing and analyzing site preparation surveys and geotechnical soil tests. </li><li> Review geotechnical and geophysical surveys for the selected pipeline corridors and other assets. </li><li> Participate in developing the design plan for facility infrastructure. </li><li> Working with different project organizations to develop plans and design the basis for infrastructure such as hospitals, administrative buildings, security administration, gates, fences, roads, trenches, etc. </li></ul><p><br></p><strong><u>Minimum Requirements</u></strong><p><br></p><ul><li> Bachelor’s degree in engineering, such as civil engineering, electrical engineering, chemical engineering, or mechanical engineering. </li><li> At least 15 years, preferably in the oil and chemical industries </li><li> Possesses excellent communication skills (strong English language, preferably other languages too). </li><li> Excellent negotiation skills and strong commercial and business acumen </li><li> Experience in participating in prefeasibility and feasibility studies as well as pre-FEED and FEED design phases for refinery and petrochemical projects. experience in participating in EPC studies for refinery and petrochemical projects. </li><li> Knowledge on shared/common services supporting the refinery and petrochemical projects such as buildings, control rooms, laboratory, fire stations, fire water system, telecommunications, housing and community, etc. </li><li> Experience in running economic models and reading linear programming models as well as understanding/analyzing the financial and economic metrics of projects such as IRR, NPV, PI, cash flow analysis, EBITDA, etc. </li><li> Possesses strong commercial/business experience.
