Project Overview

Bechtel and its consortium partners are excited to begin hiring the completion teams which will finalize the monumental Riyadh Metro Project (RMP), currently estimated at 94% complete. The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling as well as electrification and integration of the new lines to the rest of the system. Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

Position Summary

To achieve success, the ambitious scope, scale and complexity of RMP requires effective and innovative commercial management.  We are looking for talented and creative people, interested and experienced in implementing strategies for contractual issues and commercial challenges to be addressed as this fascinating project reaches completion.

 

The Prime Contracts Administrator will support the Prime Contract Manager with administration and management of the Prime Contract Agreement between Client and Bechtel. Supports implementation of the Prime Contract Management Program and development/implementation of the prime contracts administration procedures and training. The position reports operationally to the Prime Contract Manager and functionally to the GBU Manager of Prime Contracts.

 

Responsibilities:

  1. Participate in Prime Contract and/or Joint Venture Agreement administration activities as assigned.
  2. Participate with the identification and maintenance of the prime contract baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract.
  3. Identify areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in the contents of documents relative to the contract (bid, proposal, proposal package, etc.). Prepare a risk mitigation plan with the project team and manage the plan’s execution.
  4. Support the development and implementation of the Prime Contract Management Program for the project consistent with the practices and procedures set forth in the Prime Contracts Management Manual, including the Prime Contract Responsibility Management Matrix and the Prime Contract Action/Notice/Liability Containment/Flowdown Matrix.
  5. Support operation of the Project Prime Contract Change Management Procedure, incorporating the Pending Item Program, which provides a methodology to identify changes, quantify the additional time and compensation due Bechtel per the contract, define approval requirements and communicate changes to the Client.
  6. Coordinate with other project team members to identify Client-related actions or inactions which result in constructive contract changes. Recommend and implement actions to document and request the additional compensation or time due Bechtel.
  7. Prepare change orders to the Prime Contract and support related negotiations with the customer.
  8. Participate in project related meetings, work closely with other functional departments, including Construction, Engineering, Procurement, Project Controls and Startup and Commissioning. Assist with the preparation of milestone completion related materials and/or applications to the Client, as directed.
  9. Support implementation of a program to identify and prepare claims as they arise and coordinate the efforts to negotiate and resolve claims with the Claims Group and Legal Department.
  10. Confirm prime contract insurance provisions are adhered to and coordinate with Risk Management personnel regarding occurrences that may be covered by Client or Bechtel provided insurance.
  11. Facilitate resolution of commercial issues and handling of the prime contract closeout requirements.
  12. Support the development and delivery of ongoing project training to address prime contract management principles and identification, preparation, and resolution of claims.

 

Qualifications and Skills:

Basic Qualifications:

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience
  • Experience or courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling
  • Knowledge of prime contract administration office and field procedures and documents relating to a construction project
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices
