It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port &amp; pipeline expansions, and more.<p><br></p><strong>Work Location: Ras-Al-Khair. The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail – Ras-Al-Khair – Jubail on a daily basis using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.</strong><p><br></p><strong><u>Major Responsibilities</u></strong><p><br></p>The Chief Mechanical Engineer is a key member of the Royal Commission-SABCO’s Engineering Department / Technical Support Section, as part of Core Team &amp; Mechanical Group. The function of the Mechanical Engineering Team is the review mechanical designs to ensuring compliance with project scope and applicable codes and standards and ensuring the overall quality of the engineering deliverables developed by local Engineering Firms performing the detailed engineering design for various projects for the Ras Al-Khair Industrial City.<p><br></p><strong><u>Essential Job Duties</u></strong><p><br></p><ul><li> The supervision of team reviewing consultant’s mechanical design packages and main construction contractor’s design and drawing packages for infrastructure projects. </li><li> Preparing optimized and innovative designs for the continuing expansion of mechanical power distribution system. </li><li> Reviews run the course from conceptual design through start-up and initial acceptance. </li><li> Development and updating of Engineering Manuals and Guideline Design and Procurement Specification to support the projects. </li><li> Development engineering scope of work for a project and preparing engineering change orders. </li><li> Monitor and track the progress of project assignments to Mechanical Engineering Team to ensure the projects are completed on time and in compliance with the overall goals and objectives of the client. </li><li> Ensure that work assignments to individual team members are consistent with their areas of expertise while ensuring all members are productive in meeting the client’s goals. </li><li> Monitor and evaluate the performance of individual members of the Mechanical Engineering Team. </li><li> Provide technical and functional direction to members of the Mechanical Engineering Team and local engineering consultants. </li><li> Ensure the overall quality of the projects including coordination with other disciplines and interface projects. </li><li> Develop and implement training and mentoring programs for entry level Saudi Engineers assigned to Mechanical Engineering Team. </li><li> Continuous effort to improve design quality by implementing QC and QA program. </li><li> Monitoring Consultant’s design quality and provide technical guidance. </li><li> Organize and participate in Interdisciplinary coordination meetings. </li><li> Participate in Management Planning meetings. </li><li> Knowledgeable with third party standards, procedures, and approval requirements. Coordinate 3rd party interfaces. </li><li> Provide support to Construction Department. Review construction technical submittals, such as shop drawings and materials submittals. </li><li> Provide guidance on the use of computer software to perform analysis and design of mechanical system and carry out checks on consultant produced designs. </li><li> Provide technical and functional direction to members of Mechanical Engineering Team and local engineering consultants. </li><li> Ensure the overall quality of the projects including coordination with other disciplines and interface projects. </li><li> Assists Field Engineers in solving technical problems to facilitate appropriate solutions. </li><li> Representing the RC in technical meetings, value engineering analysis, and providing technical support to the engineering and construction departments during the design and construction phases. </li><li> Follow-up on the workload and performance of the electrical consultant in the field and office. </li><li> Ensure that the progress of the engineering studies, the schedule of deliverables and the technical requirements of the contract are met. </li><li> Facilitates and assists in acquiring encroachment permits and/or Marafiq or Saline Water Conversion Company (SWCC) No Objection Certificates (NOC’s). </li><li> Identifies opportunities to innovate and improve mechanical processes, procedures, and deliverables. </li><li> Captures, Reviews, and Implements Lesson Learned Develop and implement training and mentoring programs for entry level Saudi Engineers assigned to Mechanical Engineering Team. </li></ul><p><br></p><strong><u>Skills And Qualifications</u></strong><p><br></p><strong>Essential Technical: </strong><p><br></p><ul><li> University/College graduate with BS in Mechanical Engineering or related with minimum 20 years of related detailed engineering design experience – field construction experience will be regarded high in addition to the aforementioned design engineering background and capabilities. </li><li> Registered Chartered Professional Engineer of country of acquired education and country of current professional practice. </li><li> Strong working experience in the design of mechanical systems for industrial/process projects with at least broad overall understand and oversight experience in mechanical-electrical-plumbing building services. </li><li> Significant mechanical system experience in design review management and leadership across, but not limited to, civil infrastructure, master planning, development of community areas, building design, heavy industrial and utilities system design. </li><li> The candidate should have an extensive knowledge and experience in implementing the codes &amp; standards associated with Mechanical infrastructure projects. </li><li> Proven experience supervising/managing a team of mechanical engineers. </li><li> Proficient knowledge of core discipline engineering and project engineering processes and procedures. </li><li> Experience in leading internal/in-house project teams of at least 3-to-5 professional persons and design discipline teams of minimum 5-to-10 persons. </li><li> Having been a Responsible Engineer of Record and/or Final Certification of Deliverables fit for acceptance to Authorities would be highly regarded. In other words, ability to demonstrate technical and financial ownership and responsibility in delivering detailed engineering. </li><li> Lateral, creative solution oriented technical thinker able to work within and full utilize Technical Codes, Standards and Procedures. </li><li> Competent computer literacy and knowledge of design and visualization software. </li><li> Working knowledge of BIM processes, including experience designing projects in BIM/3D Studio, particularly Autodesk software. </li></ul><p><br></p><strong><u>Essential Behavioral</u></strong><p><br></p><ul><li> Skill in oral and written communication i.e., must be fluent and native speaker (equivalent) of English Language. Additionally, fluency in Arabic language in addition to English would be highly regarded however, is not essential. </li><li> Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of creativity, innovation, and empowerment. </li><li> Strong directional leadership, people management and communication skills. </li><li> Demonstrated leadership and interpersonal skills. Supports the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. </li><li> Demonstrated attention to detail and effective time management skills. </li><li> Capable of mentoring and supervising junior engineers to enhance their technical and leadership skills. </li><li> Ability to manage varying time-bound priorities. </li><li> Excellent project management and supervision skills. </li><li> Excellent organizational, time management, leadership, and decision-making skills. </li></ul><p><br></p><strong><u>Preferred Technical</u></strong><p><br></p><ul><li> Professional/Chartered Engineer. </li><li> Experience in the design of mechanical systems for industrial/process projects/ infrastructures, as well as an overall understanding for buildings infrastructures. </li><li> Experience with Sea Water Cooling Systems, District Cooling Systems, Gas-Product-Feedstock-Other Network Systems and large power plant condenser water systems is invaluable. </li><li> Experience in the design of infrastructure projects for sanitary waste collection, potable water storage and distribution, and district cooling. </li><li> Experience in the design of chemical process specifically potable and industrial water treatment plants and industrial water treatment processes. </li><li> Experienced in field construction and inspection of mechanical piping systems. </li><li> Participates in quality reviews of projects, in accordance with engineering procedures and instructions and Assists supervisor in quality reviews. </li><li> Appreciation, experience and overall understanding in the application of LEED BD+C AP, etc. </li></ul><p><br></p><strong><u>Preferred Behavioral</u></strong><p><br></p><ul><li> Self-motivated individual with good leadership and interpersonal skills and experience, with the ability to influence. </li><li> Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team. </li><li> Ability to work within an integrated Royal Commission/SABCO team at multiple levels from working level to Project Manager level. </li><li> Building strong customer relationships and demonstrate your ability to understand our client’s core business and ensure that services meet their expectations. </li><li> Demonstrated ability to influence key stakeholders to make critical decisions where required. </li><li> Ability to work within a culturally diverse organization, recognizing and respecting differences. </li><li> Multi-tasking co-ordination skill while executing complex and challenging project /program execution, proposals. </li><li> Ability to balance time, quality, and cost to ensure as-sold promised deliverable. </li><li> Demonstrates treating others respectfully, fairly, and transparently, whether things are going well or when under pressure.
