It will institutionalize the Authority of the Future, which is digitally native, adaptive, lean and citizen/business centric.<p><br></p>To ensure the success of NEOM, it is essential that there is efficient and fair competition for communications and digital services. The DCC therefore aims to advance regulatory mechanisms and conditions to enhance market competitiveness.<p><br></p>The Competition Policy &amp; Analytics division has a mandate to promote sector competition among wired and wireless telecommunications and connectivity providers, to create fair systems of technology licensing, to conduct and coordinate long-term economic analysis and policy research, and to advise the director on economics and competition matters.<p><br></p>To help achieve this, the Digital Competition Senior Manager will be required to :<p><br></p><ul><li> Identify and implement regulations and policies that can be used to improve the competitiveness of the digital market within NEOM. </li><li> Propose and implement methods to enhance sector competition among wired and wireless telecommunications and connectivity providers within NEOM. </li><li> Conduct research into the latest regulatory mechanisms to enhance digital competition. </li><li> Conduct detailed economic research and analyze the impact of potential policies and regulations. </li></ul><p><br></p><strong>Key Accountabilities &amp; Activities</strong><p><br></p><strong> Developing function readiness and establishment </strong><p><br></p><strong> Manage establishment and end state design of </strong><strong> all Department of Communications and Connectivity objectives </strong><strong> . These activities can be split into the following four categories: </strong>β€―<p><br></p><strong> i)β€― Regulations &amp; Policies </strong>β€―<p><br></p><ul><li> Work with the Legal Team on developing and finalizing Regulations, Policies, and Standards, with a focus on how they will impact digital competition.β€― </li><li> Provide expert content and collaborate with other departments to address dependencies. </li></ul><p><br></p><strong> ii) People </strong><p><br></p><ul><li> Support the enablement of a high-performing digital competition policy and analytics division within the department. </li></ul><p><br></p><strong> iii) Protocols &amp; Governance </strong><p><br></p><ul><li> Support with the development of governance, policies and processes required to promote sector competition among wired and wireless telecommunications and connectivity providers and manage fair systems of technology licensing. </li></ul><p><br></p><strong> iv) Stakeholder Interaction &amp; Interface with Base Economy </strong>β€―<p><br></p><ul><li> Support with coordinating with relevant base economy entities to ensure the effective implementation of agreements related to digital competition. </li></ul><p><br></p><strong> Core Functional </strong><p><br></p><strong>Responsibilities</strong><p><br></p><strong> Manage, in close collaboration with other DCC divisions and team members, efforts to enhance digital competition throughout NEOM. </strong><p><br></p><ul><li> Advise on setting the division’s strategy and key objectives. </li><li> Manage and monitor the enforcement of digital competition regulations. </li><li> Coordinate and cooperate with CST and other appropriate Base Economy authorities in efforts to ensure open and fair competition within NEOM. </li><li> Manage efforts to create and maintain fair systems of technology licensing, including systems of competitive bidding, to assign authorizations and licenses within NEOM. </li><li> Propose and draft policies and regulations related to digital competition with a view to promoting sector competition among wired and wireless telecommunications and connectivity providers within NEOM to ensure that digital service providers offer services at just and reasonable rates. </li><li> Propose and implement appropriate non-discrimination safeguards to safeguard digital competition within NEOM. </li><li> Develop long-term economic analysis and policy research, including analyzing the effectiveness of existing regulations. </li><li> Devise, develop and evaluate measures to improve the quality of regulation relating to the NEOM Department of Communications and Connectivity and its subdivisions. </li><li> Advise the head of Competition Policy and Analytics as well as the Director on how regulations and policies can have a positive economic impact and improve competitiveness. </li><li> Review and analyze economic data to prepare detailed reports related to digital competition policy in NEOM. </li><li> Conduct economic and digital competition policy research to identify new, innovative regulatory and policymaking mechanisms to increase competition among digital technology providers within NEOM in line with NEOM’s vision as a global hub for digital innovation. </li><li> Develop thought leadership on digital competition within NEOM and present results internally and externally. </li></ul><p><br></p><strong> People Management </strong><p><br></p><ul><li> Contributes to creating a culture of development, guidance, and performance within the Division. </li><li> Takes responsibility, in collaboration with the team, for building and maintaining a high-performance team. </li></ul><p><br></p><strong> NOTE: </strong><p><br></p><ul><li> This is a preliminary definition of core responsibility and function; however, in consultation with the team, the Digital Competition Senior Manager should identify the evolution of the operations and the services to be provided in order to materialize NEOM’s vision, and Authority mandates to attract talent and to become an attractive and competitive destination for dreamers and doers. </li></ul><p><br></p><strong>Background, Skills &amp; Qualifications</strong><p><br></p><strong> Qualifications, Skills, Experience and Mindset </strong><ul><li></li><ul><li> Degree in Economics, Data Science, Finance, or a related field .
