Job Purpose & Scope:
– Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.
– Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring
that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
– Provides overall guidance from a HSSE perspective to the Project to ensure that the Project HSSE Management System is established and implemented into the overall Project execution strategy.
– Close monitoring of EPC Contractor to ensure that Project HSSE objectives are met.
– Provides leadership to the PMC HSSE resources, EPC Contractor and their respective teams.

Pr i n c i p a l A c c ount a bi l i t i e s :
– Champion the Project Safety culture, behaviors and engagement activities.
– Identifying, evaluating, and resolving HSSE issues during the EPC phase of the works.
– Coordination with PMC Construction Engineers in different disciplines during the Construction phase for their tasks related to HSSE activities.
– Ensuring that the Project HSSE procedures are established, maintained and implemented by the EPC Contractor.
– Advising the PMC team on questions of HSSE, collaborating in the definition of objectives and pursuing them.
– Scheduling and conducting Project internal HSSE audits on EPC Contractor activities.
– Issuing Audit Reports, monitoring and administering the closure of actions.
– Witnessing HSSE Audits conducted by the EPC Contractor.
– Detecting, identifying and recording HSSE problems and accordingly issuing Project Non-Conformity Reports (NCR)and Observations to Project Management and the EPC Contractor.
– Reviewing and approving EPC Contractor’s HSSE documents.
– Review/Approve Project HSSE plan.
– Review/Approve HSSE Control Procedures.
– Ensure EPC Contractor’s HSSE personnel are appropriately qualified.
– Ensure the implementation of the Project HSSE Plan for the EPC Contract.
– Participating in reviewing the Project Execution Plan (PEP) prepared by EPC Contractor and ensuring that it addresses the applicable HSSE requirements to fulfill the overall Project requirements. The Project Execution Plan shall include all applicable forms that are needed to track and follow-up the Project requirements.
– Ensure that the HSSE systems of Vendors and Sub-vendors is evaluated by EPC Contractor and complies with the Project HSSE standards.
– Ensure the auditing of HSSE system of Vendors and Sub-vendors, by EPC Contractor, as applicable.
– Develop the structure and requirements to be addressed in the monthly HSSE report to be issued by EPC Contractor.
– Review and approve the monthly HSSE report issued by EPC Contractor.
– Highlight on a weekly basis and where necessary on daily basis, the Project HSSE management system issues that need to be addressed by Project Management and the Owner.
– Ensure that a proper system for HSSE records is established and maintained by the EPC Contractor.
– Check the HSSE aspects of critical procurement requisitions and relevant purchase orders affecting HSSE.
– Review all documents related to HSSE activities.
– Establish and maintain the Project HSSE Management System in accordance with ISO9001 and the requirements of the PMC and EPC Contracts.
– Develop the Project HSSE Plan based on the Project scope of work and execution strategy and all other relevant Project specific procedures.
– Manage the development of PMC HSSE plans and procedures.
– Provide support to PMC Management with investigation of any HSSE concerns and communicate the findings accordingly.
– Identifying appropriate continuous improvement processes.
– Provide support to ensure that a Project lessons learned process is implemented.
– Provide regular feedback to Project management and key stakeholders, including lessons learned.
– Monitor the performance of EPC Contractor and Subcontractors with respect to HSSE.
– Ensure all Project personnel are aware of Project HSSE practices and their requirements.
– Ensure that all Project personnel, EPC Contractor, Subcontractor, Vendors, Suppliers and technology Licensor’s personnel receive a site orientation and HSSE induction and complete the requisite testing to confirm knowledge retention and understanding
