Background
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Yemen facilitates humanitarian action across the county. OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disasters. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Mechanism (ICCM) national authorities and other humanitarian partners including NGOs in Yemen.
The national Humanitarian Affairs Assistant-Field coordination and access (G5) will be based in Sana’a with frequent field missions. S/he will be a member of the Access Unit with responsibilities in supporting coordination activities in the Sana’a. He/she will have a key role in managing information, coordinating partners and liaising with partners. Under the direct supervision, direction and guidance of the Deputy Head of Office, the Humanitarian Affairs Assistant is working as an integral part of the organization’s team. The incumbent will ensure maximum professionalism and add capacity in supporting the implementation of OCHA Yemen work plan.

Position Purpose
The Humanitarian Affairs Assistant- Field Coordination and access (G5) will be based in Sana’a with frequent field missions to different Governorates and areas of concern. S/he will be a member of the OCHA Yemen Office with a key role in supporting OCHA Access unit, field coordination, coordination and other activities
Duties and Responsibilities
Under the Supervision of the Deputy Head of Office, the Humanitarian Affairs Assistant- Field Coordination and access will be responsible for the following duties:
1. Provide Access support to ensure accomplishment of following tasks
- Classifies and cleans access incident data on a weekly basis while also participating in monthly access analysis meetings.
- Monitors, analyses and reports on humanitarian developments, with focus on humanitarian access, operational response and constraints.
- Support organizing and preparing studies on humanitarian, emergency relief and related issues and consolidates inputs from field offices.
- Assists in the production of humanitarian access products related to the AMRF.
- Provides support to technical assistance and other field missions, e.g. inter-agency missions and deploys as gap filling in hubs.
- Contributes to the preparation of various written reports, documents and communications for the field coordination and access units.
- Appropriate monitoring and reporting mechanisms; provides information and advice on issues related to the AMRF.
- Participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
- Assist the Deputy Head of Office in engagement with relevant actors on humanitarian access and field operations issues, including advocacy and negotiations with all relevant actors (e.g. government, armed groups, communities, etc.).
- Assist capacity building activities for national NGOs
2. Build strategic partnership through maintaining a functioning network of contacts
- Maintains a network of local contacts among key stakeholders, including non-government authorities and the humanitarian community.
- Establishes and maintains contacts with humanitarian actors, including local NGOs UN agencies, nongovernmental organizations, and OCHA hubs.
3. The incumbent performs other duties within their functional profile as deemed necessary for the
efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Secondary education is required.
- A university degree in Political or Social Science, Law, International studies, or other related fields. or equivalent will be given due consideration, but it is not a requirement
Experience:
- A minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) in the field of social, political, and economic experience is required at the national and/or international level.
- Familiarity and good knowledge of social, political, and economic conditions in the region is desirable.
- Relevant experience in working with an UN agency or other humanitarian agency is desirable.
- Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication is desirable.
- Proven skills in facilitating meetings and reporting are desirable.
- Excellent command of Office suite applications (Word, Excel, Access, PowerPoint) and virtual platforms (MS Teams, Zoom, WEBEX) is desirable.
- Proven skills and experience in dealing with interactive online dashboards and compilation of humanitarian access analysis is desirable.
Language Requirements:
- Fluency in written and spoken English and Arabic is required
