Job Description
Role Purpose
The Procurement Business Partner Manager (Technical) will act as a liaison between the procurement team and internal business stakeholders to ensure that the organization’s procurement needs are met in an efficient and cost-effective manner. The role will involve identifying and managing key suppliers, negotiating contracts, and managing the procurement process from end-to-end.
Ensures close collaboration with NEOM Legal and Finance departments. Key success factors include speed to market, compliance, optimized cost and impeccable compliance. Is expected to contribute as part of the broader Procurement leadership team and to support improvement of processes and procedures. Is able to build relationships with business stakeholders across the organization to ensure alignment of objectives and priorities.
KEY ACCOUNTABILITIES & ACTIVITIES
General:
- Act as the primary point of contact for internal business stakeholders, providing guidance and support on procurement-related matters
- Identify, evaluate, and manage key suppliers to ensure that they meet the organization’s requirements and standards
- Negotiate contracts and agreements with suppliers to ensure that the organization receives the best possible terms and conditions
- Manage the end-to-end procurement process, including identifying requirements, sourcing, tendering, evaluating proposals, and contract award and management
- Monitor and report on supplier performance to ensure that they continue to meet the organization’s requirements
- Work with internal stakeholders to identify and implement cost savings opportunities
- Keep abreast of market trends and developments to ensure that the organization is taking advantage of the latest procurement best practices and technologies
- Develop and maintain strong relationships with internal stakeholders, suppliers and other industry partners
- Ensure compliance with all relevant procurement policies and procedures
Sector Specific:
- Support the building of the procurement plan for the sector.
- Ensure compliance with legal and procedural practices for the port operation.

- Problem Solving & Others: Has a strategic mindset and problem-solving skills, change management skills and self-awareness to take varying approaches with a dynamic set of stakeholders (e.g., expert model vs. facilitative model). Knowledge of enterprise risk management.
Specific Experience:
- At least 5 years of experience in strategic sourcing, procurement, or vendor management experience in Architecture, Engineering, Design, Construction industries.
- Preferable to have experience in Procurement consulting (i.e., consultant level+).
Qualifications
- Bachelor’s degree in supply chain management, business or related field
- Technical qualifications in engineering or other technical degree are preferred
- Minimum of 8 years of experience in a procurement role, with a focus on business partnering
- Experience managing and developing supplier relationships
- Strong negotiation and contract management skills
- Excellent communication and stakeholder management skills
- Strong analytical and problem-solving skills
- Ability to work well under pressure and meet tight deadlines
- Experience in procurement systems
