Job Overview
The primary purpose of the IT applications manager role is to lead, oversee and ensure the successful
delivery and management of single or multiple application projects within scope, quality, time and
cost constraints to deliver business value.
Primary Responsibilities and Activities
Develop productive relationships with business leaders across the organization to influence
how applications can enable new sources of value.
Define and enhance methodologies and practices for the application life cycle management
in line with best practice and practical experience of continuous improvement.
Analyze project proposals to determine time frame, funding limitations and appropriate
process for accomplishing projects.
Identify and schedule project deliverables, milestones and required activities and tasks.
Ensure that applications processes (including those of external service providers) are
conducted in line with corporate social responsibility, environmental and technical policies
and applicable standards and legislation.
Manage application group personnel, developing their skills and capabilities to meet the
needs of the organization, as well as building on existing recruiting capabilities to address
new needs and skills gaps.
Implement and manage application life cycle management status reporting, metrics and
benchmarks.
Overseeing the assessment of the technical and business fitness of the application portfolio
and their associated costs and risks.
Facilitating the application governance process to gain consensus on a prioritized set of
measurable business outcomes that applications must support.
Working with stakeholders and the IT application team to define a prioritized set of business
outcomes and application work to accomplish those outcomes within the limitations of the
application budget.
Working with stakeholders to accomplish this application work in a way that improves the
business and technical fitness of the application portfolio and minimizes its ongoing support
costs.
Overseeing the application organization’s successful delivery of these business outcomes in
partnership with business colleagues.
Overseeing benefits realization to ensure that business outcomes are achieved.
Overseeing support activities in conjunction with infrastructure and operations to ensure the
applications perform well in production.
Provide leadership and motivation to project team members throughout the project life cycle,
and confer with project staff to outline work plan.
Establish work plan and staffing for project activities, iterations or phases, and arrange for
recruitment or assignment of project personnel.
Work with DHR Manager and other DHR leaders to develop overall IT strategy in the
context of the business strategy.
Implement project communication plan.
Perform risk assessment, and implement mitigation plans.
Monitor project activities, ensuring the currency, quality and integrity of the information,
while providing consistency in content and “look and feel” across the enterprise.
Ensure that project goals are accomplished and in line with business objectives.
Assign duties, responsibilities and scope of authority to project personnel.
Direct and coordinate activities of project personnel to ensure project progresses on schedule
and within budget.
Review status reports prepared by project personnel, and modify schedules or plans as
required.
Establish standards and procedures for project reporting and documentation.
Manage relationships with major vendors and service providers to ensure they costeffectively
meet the needs of the organization.
Conduct regular surveys of stakeholder satisfaction with applications, publish the results
and, where necessary, implement action plans to improve satisfaction.
Continuously benchmark project management performance to identify improvements and
achieve higher capability maturity in PPM.
Education
Bachelor’s or Master degree in computer science, computer programming, or a related field and
minimum 12 years of experience in computer systems administration work; or an equivalent
combination of education and related experience.
Experience
• Three or more years of IT experience, with sensitivity and commitment to business problem
solving and demonstrated leadership experience building cross-organizational consensus
with exposure to technology providers and/or business clients
• Managing a team of at least six members in application development, implementation or
management.
• A minimum of five years of demonstrated competency in a junior or assistant project
management role involving the execution of multiple projects or a large project preferably in
Human Resource
• Three or more years of BU or BU-facing experience, with sensitivity and commitment to
business problem solving
• Demonstrated experience in leading a team
• Demonstrated experience and ability in successfully utilizing “soft skills” or “people skills”
• Three to six years’ experience in application development
• Two plus years Microsoft SQL server experience.
• Previous development and/or administrative experience with with VB.NET, HTML, CSS,
Javascript experience
• Strong background in most of the following: C#.NET, XML, Flash Design, SEO, usability,
Content Management, technical writing; intermediate background in the following: W3C
Compliance, 508 Compliance, quality assurance.
• Familiarity with the following technologies: IIS, relational databases, Active Directory,
Web Services, FTP, VNC, RSS, Facebook, Twitter.
