Job Description
The Cost & Estimation Manager will lead and manage cost estimation and quantity surveying teams for the PMO on NEOM The Line. This will consist of ensuring accurate, effective, and timely operational cost estimates, coordinating and controlling the management of cost estimation activity across project. The role is based on NEOM site accommodation with a work rotation.
Key accountabilities & Activities
- Leads, manages, and evaluates the performance of Cost Estimation, team members and coordinates their work.
- Managing 3rd party consultants, ensuring the NEOM process is adhered to.
- Plans and schedules Cost Estimation and related activities.
- Develops, executes, and manages Estimation methods, NEOM processes, procedures, and estimation requests.
- Oversees cost benchmarking exercises, development, and maintenance of a database of all consultants, vendors, contractors and sub-contractors’ rates (with contracts, quotations and bids).
- Reviews all estimates for high value contracts or change orders.
- Generates, Supervises and/or Endorses cost estimates (from 50% to 10%+/- estimate).
- Reviews and manages material take offs from design drawings as part of the cost estimation process.
- Reviews and advises on project cost schedules to see they are in-line with Company agreed benchmarks.
- Assures value for money on all Neom services, Works, and materials procurement.
- Proposes and sets up Cost Estimation objectives and KPIs.
- Performs any other duties related to Cost Estimation and forecasting.
- Co-Ordination with THE VAULT obtaining quantities.
- Development and stewardship of a Cost database, benchmarking, and related information.
- Development of datasets and systems for efficient generation of cost estimates.
- Ensures the estimating procedures are incorporated and ensures their compatibility with the estimating database and contracting strategy.
- Co-ordination through THE LINE Stakeholders the implementation of Budgets and Quantities assigned with Work Orders / Service Orders / RFP’s & PR’s
- Co-Ordination with ETSD and ensures the approvals are aligned with NEOM procedures.
- Actively engage with Cost Management & Finance Team to track Annual budgeting.
- Reviews the Cost Estimates v Assigned Proponent Budget
- Engagement and ensure timeously appointment of 3rd Party cost consultants.
- Change Management and Budget Forecasting
Knowledge, Qualifications, Skills and Experience
Experience
- 12+ years proven experience in Cost Estimation or a related area.
- 3+ years in management position in a large company.
- Experience in KSA/GCC region (highly recommended)
Knowledge
- Knowledge of Project and construction market in terms of contractors, suppliers and cost management.
- Strong Knowledge/experience in estimation and quantity surveying.
- Strong knowledge of various type of estimates and methods.
- Strong knowledge of accounting and budgeting principles and requirements.
- Comprehensive knowledge of international cost management standards e.g., CSI Master Format, BCIS, GIFA;
- Knowledge of ASTM E2516-11 Standard Classification for Cost Estimate Classification System, AACE International Recommended Practice.
- Knowledge of Cost Estimation, Cost Management, Project and Document Management Software such as Cost X, Aconex, OpenText, Newforma etc.
Skills
- Strong communication, leadership, planning and organization skills.
- Excellent analytical skills with ability to analyze large and complex data and worksheets, and Proficiency in English (required) and Arabic (preferred) languages.
Candidates must have one or more of the following Certifications/ Education:
- Bachelor’s Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields.
- Chartered Quantity Surveyor / Membership in professional associations e.g. AACE, RICS or similar (advantage).
