Role Purpose
The Specialist, Business Management will have a business management role, ensuring the efficient running of the Land Use Permit administration, planning and the stakeholder management (16 NEOM sectors). The role will enable the team to service the highest level of requirements for senior management including the Secretary of the Land Use Committee, the Chairman of the Land Use Committee, Committee members and NEOM Board of Directors in producing accurate, high-quality reports that enable strategic decision making.
This role includes a high-level of stakeholder engagement, managing the central controls and processes for the Land Use team, building reporting systems to report to senior management on LUP schedules, outcomes and deliverables, document management, process management with stakeholders, tracking applications and ensuring timely results are delivered.
The candidate will be expected to:
- Work with the leadership of the LUP team to develop and implement the Land Use strategy and translate it into operational plans.
- Organise LUP team workshops with external consultants in NEOM, across KSA and externally as required, including intense internal NEOM stakeholder relations.
- Organise internal events, away-day workshops, special events, inter-departmental events inside and outside NEOM.
- Identify and manage important relationships between senior team members and other internal stakeholders.
- Assist with the production of core material including Scopes of Work, Framework Agreement assignments, Service Level Agreements (SLAs) with outsourced suppliers, potential Concessionary system.
- Serve as a business, systems and relationships point of contact for LUP stakeholders, handling inquiries and developing action plans to address them.
The work environment for this role is dynamic, fast-paced and involves shifting priorities on short notice, and with high exposure to NEOM’s Executive Management. The successful candidate will need to demonstrate resilience and ability to adapt to changing circumstances and meet short deadlines whilst managing multiple projects simultaneously. The work will involve collaborating with many stakeholders who have different interests, which will require strong communication and negotiation skills. The successful candidate must have a proven ability to work collaboratively in a team and be proactive, while maintaining a high level of professionalism and technical expertise.
KEY ACCOUNTABILITIES & ACTIVITIES
- Establish and manage operational and administration for the Land Use team on varying levels including:
- Data gathering, management and presentation on all aspects of LUP process.
- Direct interaction with all other NEOM Authority, Company and third-party entities which have a business or process engagement with the Land Use team.
- Produce high-quality reporting on LUPs across workstreams.
- Engage with other internal key stakeholders such as Land Registry and Spatial Data, Regional Plan and Planning Departments.
- Oversee the development of workflows, processes, procedures and management data for the defined functions of the role.
- Engage with NEOM departments as required to provide strong support for any issues legal engagements, land development strategies, NEOM policies and Board direction.
- Ensure all administrative functions are fully aligned with Authority processes.
- Design and manage the departmental business process documentation to provide visibility and accountability for implementation.
- Identify internal business risks and propose corrective actions for mitigation.
- Maintain a Risk Register and Schedule Process for Land Use Permits.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience
- Strong digital and document administration and management skills.
- Fluent or very advanced English and Arabic, both written and spoken.
- Ability to write and draft business documents in various formats, data visualization etc.
- Strong experience in managing day-to-day business for complex high-level processes with multiple functions.
- Highly developed interpersonal and communication skills, a focus on efficiency, and enhanced multitasking abilities.
- Ability to thrive in fast-paced environments with changing circumstances, direction, and strategy.
Qualifications
- Bachelor’s Degree in business management or related field.
- MBA, MPA or Professional qualification (eg PMP) or equivalent is desirable.
- 5 years or more of experience preferably in business administration with a strong understanding of stakeholder management.
