Context
Veolia Middle East and Saudi Aramco agreed to form a partnership to establish a world-class Integrated Waste Management Facility that can efficiently, reliably, and economically treat waste for the drilling, refining, petrochemical, and other industries and for Saudi Aramco local communities.
The Project called Oscar is located in the Eastern Province of Saudi Arabia to primarily handle and process waste generated by Saudi Aramco’s operations in this area.
To reach this target, parties agreed to execute a Front End Engineering Design (FEED) in order to support the development of project.
Job Description
Main Accountabilities
The Engineering Manager/Director holds the responsibility for overseeing the production by an external Project Management Consultancy (PMC) of all engineering documents throughout the FEED stage. This includes tasks such as defining the engineering development strategy, allocating tasks to the engineering team, approving PMC deliverables, and ensuring a proper handover to the Capex Delivery team. The Engineering Manager leads the joint technical team from Veolia and Saudi Aramco ensuring the transfer of technology, operation, environmental control process safety to both Hazardous Waste and General solid waste treatment facilities.
Detailed Job Description
- Supervises the production of documentation by the PMC contractor
- Represents Veolia in the FEED team and co-manage the FEED execution with the Project Manager
- Leads, in coordination with the Project Manager, the engineering strategy including: engineering resource plan, subcontracting plan and delivery method and control
- Manages the technical team to ensure the alignment between all technical disciplines and to identify any potential issues
- Liaises with the technical support organization to ensure their mobilization on time, the review and approval of the design
- Manages of the engineering input into the Project Description, Pre-FEED, Early assumption books, permits and statutory consents during the project development phase
- Leads detailed design activities during development and execution phase of the project : process design , process safety design, Mechanical; Electrical, Civil and Buildings, utilities and ancillaries, design calculations, process optimization, sizing; selection of equipment etc.
- Approves the key technical project document, as well vendor’s documents, drawings, datasheets, specifications and calculations coming from the PMC
- Prepares technical scope of works for sub-contractors; consultants
- Evaluates technical offers from subcontractors and vendors including Technology/Licensors packages
- Develops and leads the engineering quality management plan on the project
- Leads the technical and commercial interfaces with consultants (e.g. owner engineer, permit consultants, ESIA consultant, etc.), and technical interfaces with subcontracting partners (e.g Construction, equipment supplier.etc.)
- Leads all technical validation processes with BSP and other stakeholders where appropriate.
- Checks the accuracy of the Construction Cost developed by the PMC
- Check the accuracy of the information communicated to the financial, legal teams of Veolia and SAO
- Checks the accuracy of all the information delivered in the ESIA
- Manages the staff placed by Veolia in the FEED team
Qualifications
- Proven track record working on development and delivery of the engineering of large and complex process projects ($200MUSD plus)
- Experience in OG or Chemical Industry is necessary
- Minimum 15 years of experience
- Engineer’s degree in chemical or environmental engineering
- Familiar with engineering softwares and methods (process, design)
