KEY RESULTS ACCOUNTABILITIES # Research and study HR legislative matters to provide expert advice to the departments across RTA through administration department ensuring that they take appropriate decisions. # Advice on the HR related investigation issues under review at court of law and/or any other legal body in coordination with RTA’s legal team. # Advice on enhancing career and performance management infrastructure, system and procedures. # Advice on selection of human resources consultant, insurance brokers, pension administrator, training specialists, labour counsel, and other outside sources. # Participate in the representation of RTA HRD at institutions, government and semi-government departments. # Design and implement HR’s legal procedures. # Develop processes of organizational planning that evaluates structure, job design, and manpower forecasting throughout the organization evaluate plans and changes to plans , make recommendation to senior management . # Conduct workshops and awareness lectures for HR law topics for RTA employees and measure the transfer of learning using appropriate tools. # Perform other related duties as assigned # Prepare confidential reports and present to the Executive Director or Chief Executive Officer of the sector with recommendations for obtaining approval of the Director-General and Chairman of the RTA’s Board of Directors. # Recommend appropriate and amicable resolutions to the complaints/disputes submitted by RTA staff in coordination with the concerned organizational units. # Develop human resource practices and objectives that will provide a balanced program throughout all SBUs and advice senior management on human resources policies, programs and issues. # Provide support in implementing of programs through the corporate human resources staff. # Advice on human resources and development programs. # Provide legal opinion on human resource policies and procedures, including but not limited to administration and general services, manpower planning, recruitment, compensation and benefits and payroll and training functions, budget preparation and related activities. # Provide RTA’s committees technical and legal opinions related to HR law and regulations. # Advice on developing strategic plans, objectives and KPI for active projects implemented by the HR departments as per RTA vision, policy, rules and regulations. # Determine and recommend employee relations practices required to establish a positive employer-employee relationship and promote a high level of employee morale.
