Project Overview

Bechtel and its consortium partners are excited to begin hiring the completion teams which will finalize the monumental Riyadh Metro Project (RMP), currently estimated at 94% complete. The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling as well as electrification and integration of the new lines to the rest of the system. Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

Position Summary

To achieve success, the ambitious scope, scale and complexity of RMP requires effective and innovative commercial management. We are looking for talented and creative people, interested and experienced in implementing strategies for contractual issues and commercial challenges to be addressed as this fascinating project reaches completion.

 

The Prime Contracts Manager will support the existing Prime Contracts team, Project Director and Commercial Manager to facilitate effective administration and management of the prime contract agreement between Client and Bechtel. The position reports operationally to the Commercial Manager and functionally to the GBU Manager of Prime Contracts. Duties and responsibilities include implementation of the Prime Contract Management Program and ongoing related training, monitoring compliance with project/prime contract completion requirements and status. In consultation with GBU Management/Legal, facilitate strategies for effective management of project commercial matters, including creation and capture of contemporaneous records.

 

Responsibilities:

  1. Assess contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Project Director on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.
  2. Support implementation and management of a procedure to recognize and identify progress/performance concerns and/or contract claims as they develop and manage the timely resolution under the applicable provisions wherever possible, obtaining claims and legal expertise as appropriate.
  3. Responsible for working with the other Project Team members to ensure that Bechtel or client related actions or inactions which could result in constructive changes are identified and make recommendations on their resolution. Maintain a working relationship with Construction, Engineering, Procurement, Claims, Legal and Risk Management to facilitate organizational interfaces between those performing prime and (sub)contract administration.
  4. Interprets the financial and business requirements of the existing contract(s) and monitors the performance of the Project against those requirements and any special provisions affecting operations.
  5. Works with client and government auditors, provides required financial and other data to operating personnel and project offices, if/when directed; prepares financial analysis and conducts special studies of job costs, overhead costs and profits, as appropriate.
  6. Independently or in conjunction with the Project Director, Commercial Manager and other senior staff, negotiates with clients on behalf of the project, if/when directed. Works with project representatives on a day-to-day basis to interpret provisions of contracts as they relate to claims, changes, quantities, costs, estimating, scheduling, finance, accounting, project administration and business funding.
  7. Provides analysis of financial information, estimates of administrative costs, and the preparation of forecasts and cost and performance reports, including in particular for the commercial management strategy and/or claims management program.
  8. Strong knowledge of commercial/business management functions with work experience of a progressively responsible nature. Responsible for working with multiple business functions, systems and processes on large, complex projects.   Identifies issues with the potential for a long-term impact on the project, raises awareness, uses initiative to propose options and works with the management team to implement solutions.
  9. Experience in identifying and planning for development and capture of contemporaneous records and information necessary to substantiate project commercial matters.
  10. Experience in conducting extensive factual, technical and contractual research; performing required analysis; preparing reports, presentations and briefing materials.
  11. Skill in informing effectively verbally and/or in writing regarding all commercial matters, including drafting of chronologies, narratives and position papers related to project commercial matters and issues.
  12. Experience in leading/supporting major claims initiatives, including managing production of high-quality deliverables within required budgets and deadlines, to meet judicious objectives established by the business.
  13. Demonstrated ability to work effectively with a broad range of customers and stakeholders to solve complex business-related issues.
  14. Requires demonstrated skill in using independent judgment to achieve assigned responsibilities.

 

Qualifications and Skills:

Basic Qualifications:

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering and minimum 15 years of experience.
  • Recognized as an expert and advisor within the organization.
  • Requires highly specialized skill set.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices.
  • Knowledgeable about emerging trends and influences best practices within discipline.
  • Works without supervision. Extensive latitude for independent judgment.
