As one of the world’s leading total solutions providers for the built environment, Faithful+Gould has been providing a versatile blend of construction, program, cost and project management to private companies and the public sector for more than 60 years.<br><br>The Procurement Analyst will form part of the F&amp;G Procurement team which will deliver the day to day onsite procurement related activities. The Procurement Analyst will report to the Procurement Manager and will receive his work assignments and instructions from this person. The Procurement Analyst will have limited input from a strategic perspective. However, they will understand the procurement concepts being utilised to ensure that this understanding is reflected in any procurement related deliverables that they are responsible for. The Procurement Analyst will be a key member of the procurement team with regard to administering the key elements of the procurement lifecycle.<br><br>This role will report directly to the Procurement Manager. They will work within the F+G procurement team and the focus will be on the successful delivery of the day to day procurement activities in accordance with the approved processes and the procedures manual.<br><br><strong><u>Pre-Tender Activities<br><br></u></strong>The Procurement Analyst will be expected to understand the procurement strategies being utilised as well as the different mechanisms which have been selected for delivery of the Project. They will have limited input into the actual procurement strategy creation but will be actively involved throughout the entire procurement process.<br><br><strong><u>Process &amp; Procedures Drafting And Implementation<br><br></u></strong>The Procurement Analyst may be requested to assist in the drafting and implementation of the Project specific standard templates and procedures. The Procurement Analyst may be tasked with various activities such as ensuring that the Client approved Project procurement processes (especially standard templates, workflows &amp; procedures) are being effectively implemented at the PMC level. Their workload will be determined by the Procurement Manager to make sure that those PMC activities to be undertaken as part of the procurement scope are captured, monitored and delivered in accordance with the Project requirements.<br><br><strong><u>PMO Procurement Packages<br><br></u></strong>It is anticipated that there will be a variety of early start activities that will be procured directly by the procurement team rather than the specific PMC’s. The breakdown of these has not yet been confirmed but is likely to include the site set-up activities and any early appointments required to meet initial project milestones. For those packages that are required to be procured by the F+G procurement team, the Procurement Analyst acting under instruction from the Procurement Manager will be responsible for the successful delivery of the following procurement activities:<br><ul><li>Procurement Management for the full procurement lifecycle</li><li>Expressions of Interest issuance &amp; process management</li><li>Pre-Qualification of potential consultants &amp; contractors and the issue of Non-Disclosure Agreements (NDA) if required by the Client</li><li>Issuance of RFP or ITT to approved list of Tenderers</li><li>Create, agree and administer the Tender Evaluation Matrices</li><li>Technical evaluation reports for tenders returned (with Client and/or appointed representative assistance as required or instructed)</li><li>Commercial evaluation reports for tenders returned</li><li>Post Tender Negotiations</li><li>Final Tender recommendation based on the combined scores (Technical &amp; Commercial)</li><li>Contract Award based on Client approval to proceed <br></li></ul><strong><u>PMC Procurement Packages<br><br></u></strong>It is anticipated that a variety of procurement activities will take place at the PMC level. The role of the F+G procurement team for these activities is in providing the process workflows, procedures manual and standard templates for each of the PMC’s to utilise during the procurement lifecycle. The Procurement Analyst will be responsible for reviewing that these processes are being adhered to and will where necessary collect and provide input and recommendations for any amendments from the concerned parties. The Procurement Analyst will update the Procurement Manager of the status of the procurement activities being carried at the PMC level and highlight any major concerns.<br><br><strong><u>Post-Contract Activities<br><br></u></strong>The Post Contract Activities undertaken by the F+G procurement team focuses around collecting live data on stakeholder performance as well as the administration of the various procurement related trackers being issued at the PMC level. The Procurement Analyst will be responsible for ensuring they obtain up to date market knowledge from live projects as well as identifying processes &amp; procedures and/or templates that may need revision to improve efficiency. This is a continuous process which will be undertaken with oversight from the Procurement Manager.<br><br><strong><u>Reporting And Performance Tracking<br><br></u></strong>The Procurement Analyst will provide and update the Procurement Manager on procurement progress in the form of trackers and reports. The Procurement Analyst will be responsible obtaining this information from the relevant concerned parties to ensure that procurement deliverables are being met in-line with Client expectations. The Procurement Analyst will also provide updates on future workload regarding procurement deliverables, especially those that are on the critical path.
