<p><strong>Job Purpose</strong> </p><p>To execute the costing and budgeting requirements, including assessing material and resource requirements, drafting tender related documentation, preparing cost estimates based on technical specifications and managing contract administration in order to support the development of construction projects in line with business objectives. </p><p><br></p><p><strong>Duties and Responsibilities</strong></p><p><br></p><ul><li>Participate in the design and implementation of the Development Management department’s strategy and roadmap to support alignment with the Development sector’s strategy </li><li>Support in the establishment of the Development Management department’s plans and provide input to the department’s goals that support the Development sector’s overall strategic plans </li><li>Collaborate with relevant stakeholders to identify the Development Management department’s required projects to meet future business demands </li><li>Contribute to the achievement of the Development Management department’s strategy, objectives and KPIs within the accountabilities of the department </li><li>Develop regular reports on department’s progress and outputs to be shared with relevant stakeholders in line with reporting requirements </li><li>Participate in the department’s budgeting cycle and provide input to the budgeting process </li></ul><p> </p><p><strong>Policies, Processes and Procedures</strong> </p><p> </p><ul><li>Recommend improvements to the Development Management department’s policies and support the implementation of procedures and controls covering all areas of activity </li><li>Ensure relevant procedural requirements are fulfilled while delivering high quality and cost-effective results </li><li>Contribute to the identification of opportunities for continuous improvement of department systems, processes and practices, taking into account leading practices, improvement of business processes, cost reduction and productivity improvement </li></ul><p><br></p><ul><li>Evaluate and conduct measurements of property, extract quantities required, and conduct modelling to identify material and equipment requirements in line with the same</li></ul><p><br></p><ul><li>Engage with design teams to understand the project brief and define project specifications accordingly</li><li>Prepare cost plans and estimates, conduct financial modelling and cost analysis, and determine cost flow projections </li><li>Conduct cost benchmarking of similar projects and maintain internal repository of project lifecycle cost benchmarks </li><li>Conduct project reviews during construction phase, ensure adherence to defined budgets, and prepare periodic cost reports for leadership reviews </li><li>Support in the preparation of feasibility reports and design proposals by providing inputs on cost feasibility and adherence</li><li>Support with tender qualifications and documentation and ensure adherence to appropriate conditions of contract </li><li>dentify market and industry developments / trends and provide recommendations to management on cost optimization strategies </li><li>Participate in cost reviews throughout the development lifecycle and support changes to the budgets based on iterations in timelines, designs and other factors </li><li>Operate as an internal subject matter expert and provide support to the project teams on finance / costing related matters</li></ul><p><br></p><p><strong>Education Prerequisites</strong> </p><ul><li>Bachelor’s degree in Engineering or equivalent is required </li><li>Master’s degree in Engineering / Management or equivalent is preferred </li></ul><p><strong>Professional Experience</strong> </p><ul><li>6 to 8 years of experience in Project Finance / Costing in the Real Estate Industry</li></ul>
