<p>As the Tendering and Estimation Manager, you will be responsible for leading and managing the pre-contract process and overseeing the tendering and estimation activities for construction projects. Your primary focus will be on ensuring accurate and competitive bids, effective cost estimation, and efficient tendering processes. You will work closely with various stakeholders, including clients, architects, engineers, and subcontractors, to deliver high-quality proposals and secure new projects. Your expertise in construction estimation, tendering strategies, and team management will be critical in driving the department’s success.</p><p><br></p><p><strong>JOB ROLES AND RESPONSIBILITIES</strong></p><p>Tendering and Proposal Management:</p><ul><li>Lead the tendering and proposal management process for construction projects.</li><li>Develop and implement tendering strategies to secure new projects, considering market conditions, project requirements, and competitive factors.</li><li>Oversee the preparation and submission of high-quality bids and proposals in accordance with client specifications and deadlines.</li><li>Review tender documents, identify risks and opportunities, and develop appropriate bid strategies.</li><li>Coordinate with internal teams, including design, engineering, and legal, to ensure comprehensive and accurate bid submissions.</li></ul><p><br></p><p>Cost Estimation and Budgeting:</p><ul><li>Manage the estimation process to accurately determine project costs and budgets.</li><li>Develop and maintain a robust cost estimation system, incorporating industry standards, historical data, and project-specific factors.</li><li>Collaborate with project managers and estimators to review project requirements, analyze drawings and specifications, and prepare accurate cost estimates.</li><li>Conduct value engineering and cost optimization exercises to identify opportunities for cost savings without compromising quality or functionality.</li><li>Monitor and analyze construction market trends, material prices, and subcontractor rates to inform accurate cost estimations.</li></ul><p><br></p><p>Subcontractor and Supplier Management:</p><ul><li>Identify, prequalify, and maintain a strong network of subcontractors, suppliers, and vendors.</li><li>Coordinate with subcontractors and suppliers during the tendering process to ensure comprehensive bids and accurate pricing.</li><li>Review and negotiate subcontractor agreements and supply contracts to ensure competitiveness and alignment with project requirements.</li><li>Develop and maintain positive working relationships with subcontractors and suppliers to foster collaboration and secure favorable pricing and terms.</li></ul><p><br></p><p>Risk Assessment and Mitigation:</p><ul><li>Conduct risk assessments and identify potential risks and uncertainties associated with projects.</li><li>Develop strategies to mitigate risks and ensure appropriate contingencies are considered in cost estimates and tender submissions.</li><li>Collaborate with legal and contract management teams to review and address contractual risks and obligations.</li><li>Provide guidance and support to project teams in managing contractual and commercial risks throughout the pre-contract phase.</li></ul><p><br></p><p>Team Leadership and Development:</p><ul><li>Lead and manage a team of estimators, tendering specialists, and support staff.</li><li>Set departmental goals and objectives, monitor performance, and provide guidance and feedback to team members.</li><li>Foster a collaborative and innovative work environment, promoting knowledge sharing and continuous improvement.</li><li>Develop and implement training programs to enhance the technical and professional skills of the department members.</li></ul><p><br></p><p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p><ul><li>Bachelor’s degree in Civil Engineering, Construction Management, or a related field.</li><li>Extensive experience in tendering, estimation, and pre-contract management in the construction industry.</li><li>Strong knowledge of construction estimating techniques, tendering strategies, and industry best practices.</li><li>Excellent understanding of construction contracts, legal requirements, and risk management.</li><li>Proficiency in using construction estimation software and tools.</li><li>Exceptional analytical and problem-solving skills, with the ability to assess complex project requirements and develop accurate cost estimates.</li><li>Strong negotiation, communication, and interpersonal skills.</li><li>Proven leadership abilities with experience in managing and developing teams.</li><li>Ability to work under pressure, manage multiple projects simultaneously, and meet deadlines.</li></ul>
