As the Financial Manager, you will be responsible for overseeing the financial operations and managing the fiscal health of our health financing initiatives. You will play a crucial role in providing financial guidance, developing financial strategies, and ensuring compliance with relevant regulations and policies. You will be deeply involved in developing of NEOM health financing system under supervision of the health financing director.<p><br></p><strong> Key Accountabilities & Activities: </strong><p><br></p><ul><li> Develop and implement health financial policies, procedures, and internal controls for the health financing department. </li><li> Monitor and analyze financial data, produce financial reports, and present findings to senior management on a regular basis. </li><li> Prepare and manage the department’s annual budget (based on forecasting analysis), ensuring accuracy and alignment with organizational goals and objectives. </li><li> Collaborate with key stakeholders to identify innovative funding opportunities and develop sustainable financial strategies. </li><li> Assess the financial viability of health programs and projects, conducting cost-benefit analyses and financial risk assessments. </li><li> Monitor, review, and analyze financial transactions, ensuring compliance with regulations and guidelines. </li><li> Provide financial guidance and support to project managers, assisting in budget development, expense tracking, and financial reporting. </li><li> Conduct regular financial audits, ensuring compliance with internal policies and external regulations. </li><li> Manage relationships with external partners, including financial institutions, donors, and implementing partners. </li><li> Stay up to date with financial industry trends, regulations, and best practices, and make recommendations for improvement. </li><li> Structure ongoing problems and take action to solve them. </li><li> Synthesize clear takeaways from complex information into clear takeaways and recommendations using both qualitative and quantitative methods. </li><li> Develop your leadership style, leveraging your own passions, strengths, reflecting on NEOM values </li><li> Play an active role in the development and establishment of the NEOM health insurance program and related ecosystem. </li><li> Advise on effective strategies to manage and enhance health finance systems, including continually assessing emerging trends and developments in best practice for health financing and report key findings and respective recommendations. </li><li> Assist in development and rollout of the NEOM health insurance program. </li><li> Assist in forecasting the impact and implications financing scenarios including facility financing, cost per capita, pricing models, etc. </li><li> Advise on future resource requirements, priorities for initiatives and projects; estimate timetables for accomplishing assigned activities </li><li> Support in the development of innovative finding mechanisms for the sector </li><li> Provide support and assistance in developing transitional insurance mechanisms </li><li> Play an active role in the development and establishment of the NEOM health insurance program and related ecosystem. </li><li> Advise on effective strategies to manage and enhance health finance systems, including continually assessing emerging trends and developments in best practice for health financing and report key findings and respective recommendations. </li><li> Assist in development and rollout of the NEOM health insurance program. </li><li> Assist in forecasting the impact and implications financing scenarios including facility financing, cost per capita, pricing models, etc. </li><li> Advise on future resource requirements, priorities for initiatives and projects; estimate timetables for accomplishing assigned activities </li><li> Support in the development of innovative finding mechanisms for the sector </li><li> Provide support and assistance in developing transitional insurance mechanisms </li><li> Identify short and long-term risks to the financing system </li><li> Ensure where appropriate, risks are allocated to the respective sources </li><li> Set risk mitigation and management plans </li><li> Gather and analyse information. </li><li> Formulate and test hypotheses against health system financing functions. </li><li> Develop and communicate recommendations with relevant stakeholders. </li><li> Present results to senior manager and implement recommendations in collaboration with other team members. </li></ul><p><br></p><strong> Background, Skills & Qualifications: </strong><p><br></p><ul><li> Proven work experience as a Financial Manager or a similar role, preferably within the healthcare or health financing industry. </li><li> Strong knowledge of financial management principles and practices, with a demonstrated understanding of health financing mechanisms. </li><li> Familiarity with healthcare financing models, health insurance, and government health programs would be an advantage. </li><li> Expert knowledge of financial software, such as budgeting tools, accounting software, and ERP systems. </li><li> Proven ability to analyze complex financial data, generate insightful reports, and present findings to stakeholders. </li><li> Excellent attention to detail, with strong analytical and problem-solving skills. </li><li> Exceptional communication and interpersonal skills, with the ability to collaborate and communicate effectively with stakeholders at all levels. </li><li> Demonstrated leadership abilities, with experience in managing a team or department. </li><li> Strong ethics and a commitment to integrity in financial practices. </li><li> Bachelor’s degree in Finance, Accounting, or a related field. A master’s degree is preferred. </li><li> Minimum 10 years of combined relevant experience in health system financing, health insurance, government, private sector</li></ul>
