It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.<p><br></p><strong>Work Location: Ras-Al-Khair</strong><p><br></p><strong>The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail – Ras-Al-Khair – Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch is currently provided for Ras-Al-Khair assignees during workdays.</strong><p><br></p><strong><u>Major Responsibilities</u></strong><p><br></p>To provide material selection and corrosion management advice to the client Royal Commission (RC) in materials ensuring cost effective material selection and corrosion mitigation strategies which will ensure (technical) integrity of the materials applied in subsurface and surface hydrocarbon production, processing and transportation systems through their life cycle.<p><br></p><ul><li> Review corrosion aspects of the design and execution of major projects for the Ras-Al-Khair Industrial City from the concept stage through completion </li><li> Expert/proficient in rectifiers, anodes, insulators and other related equipment to eliminate corrosive behaviour </li><li> Knowledge of measuring electrical activity in the soil and the pipelines/water tanks/marine exposed structures, using voltmeters, amp meters, resistivity meters and other related equipment </li><li> Assists supervisor with planning, organizing, directing and assisting the monitoring Corrosion Control Program of Jubail </li><li> Establishes and implements maintenance and monitoring programs for the analysis and correction of corrosion failures </li><li> Considerable knowledge of construction and EH&S procedures and Standards </li><li> Considerable knowledge of NACE and API standards </li><li> Considerable knowledge of electricity, i.e., current, voltage and resistance; electrical instrumentation, and test equipment </li><li> Able to recognize symptoms and practical solutions to field problems </li><li> Provide clear written and oral descriptions of corrosion problems: detailing symptoms; means of measurement or detection; and, provide corrective measures for implementation. </li><li> Review and comment on design and drawing packages prepared by A/Es. </li><li> Assist between disciplines and departments and return review comments on submittals by the A/E’s and Industries for new contract packages and plants or plant expansion designs </li><li> Assist changes in design to accommdate construction </li><li> Review and ensure quality of A/E submittals </li><li> Utilize computer and computer codes to review designs performed by A/E’s </li><li> Provide accommdate to Construction Department and disposition of field changes by issuing DCNs and SCNs </li><li> Review, update and prepare revisions to Guideline Specifications, Manuals and Design Criteria </li></ul><p><br></p><strong><u>Preferable Materials Science And/or Metallurgical Skills And Other Experience</u></strong><p><br></p>There are three (3) main areas of focus and strength the position and individual have to bring to Bechtel and RC, as follows:<p><br></p><ul><li> Pipeline Corridors: Corrosion, asset integrity and maintenance expertise is essential to work in collaboration with the RC Pipeline Audit Team and Industries to ensure this critical infrastructure does not experience any form of critical deterioration/failure. </li><li> Civil, Marine and Building Structures: RC within the Industrial Cities has many thousands (‘000) of assets with a significant percentage being predominantly of reinforced concrete. Knowledge, strength and expertise in concrete technology, monitoring and repair is critical to enhance the lifecycle durations, optimise preventative maintenance and, minimize repair/ replacement of assets. </li><li> Supervision, Training, Coaching, and Mentoring: Knowledge transfer, ascension planning, legacy creation is essential. A backed record of accomplishment of supervising and nurturing the development of direct reports and assigned trainees is required to build a resilient corrosion team and ensure business continuity. </li></ul><p><br></p><strong><u>Skills And Qualifications</u></strong><p><br></p><strong>Essential Technical: </strong><p><br></p><ul><li> University/College graduate with BS in Mechanical Engineering or related (NB: will consider other fields/ disciplines if satisfying key technical requirements). Degree in a relevant engineering discipline or higher in a Materials Science and/or Metallurgical related subject with knowledge in the field of process technology, metallurgy, equipment design, and corrosion degradation modes. </li><li> Minimum 15 years of related detailed engineering design experience – field construction experience will be regarded high in addition to the aforementioned design engineering background and capabilities. In addition to the design experience a minimum of 5-years project engineering, project management, construction management or equivalent must be demonstrated. </li><li> Registered Chartered Professional Engineer of country of acquired education and country of current professional practice. </li><li> Strong working experience in the design of mechanical systems for industrial/process projects with at least broad overall understand and oversight experience in mechanical-electrical-plumbing building services. </li><li> Significant mechanical system experience in design review management and leadership across, but not limited to, civil infrastructure, master planning, development of community areas, building design, heavy industrial and utilities system design. </li><li> The candidate should have an extensive knowledge and experience in implementing the codes & standards associated with Mechanical infrastructure projects. </li><li> Experience in the analysis and design of steel structures, temporary works and coordination of multi-discipline designs and teams particularly in piping design or plant layout. </li></ul><p><br></p><strong><u>Essential Behavioral</u></strong><p><br></p><ul><li> Demonstrated Leadership in a group/ team/ site-field-office-projects environments. </li><li> Skill in oral and written communication i.e., must be fluent and native speaker (equivalent) of English Language </li><li> Ability to provide strong, active technical leadership to follow and enforce a consistent approach that nurtures a culture of creativity, innovation, and empowerment. </li><li> Meticulous attention to detail. Accommdates the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. </li><li> Demonstrated attention to detail and effective time management skills. </li><li> Ability to manage varying time-bound priorities. </li><li> Excellent project management, supervision, organizational, time management, leadership, and decision-making skills </li></ul><p><br></p><strong><u>Preferred Technical</u></strong><p><br></p><ul><li> Post-graduate degree in Materials Science and/or Metallurgical related subject would be highly regarded as would knowledge in the field of process technology, metallurgy, equipment design, and corrosion degradation modes. </li><li> Mastery in depth competencies in material selection (metallic & non-metallic materials), corrosion principles, metallurgy and welding, corrosion protection, corrosion management, pipeline inspection and maintenance, integrity of static equipment, cathodic protection and coating systems. </li><li> Knowledge of industry/ regulatory codes and standards; and, design criteria pertinent to the particular discipline. </li><li> Experience in contract management with knowledge of contract interpretation in an engineering consultation environment. </li><li> Ideal candidate will have a blend/diverse experiences, i.e. 3-year minimum in each of Construction Contracting, Engineering Consultancy and Laboratory/Material Testing/ Analyses environments. </li></ul><p><br></p><strong><u>Preferred Behavioral</u></strong><p><br></p><ul><li> Fluency in Arabic language in addition to English would be highly regarded however, is not essential. </li><li> Experience working in KSA or Middle East. </li><li> Capable of mentoring and supervising junior engineers to enhance their technical and leadership skills. </li><li> Multi-tasking co-ordination skill while executing complex and disputing project /program execution. </li><li> Able to work in a culturally diverse environment. </li></ul><p><br></p><strong>Shaping tomorrow together</strong><p><br></p><strong>Bechtel is one of the most respected global engineering, construction, and project management companies.
