For more information, please visit our website at www.msiworldwide.com.<p><br></p><strong><u>Project Summary</u></strong><p><br></p>USAID/Lebanon is a lead donor in education, water, and essential services and champions good governance and economic opportunity for low-income Lebanese citizens. The purpose of this Monitoring and Evaluation Program for Lebanon (MEPL) is to supplement the monitoring and program management efforts of USAID/Lebanon staff; and to verify, monitor and support USAID program performance in Lebanon over the course of five years. The information gathered and program support services through this project will assist the USAID/Lebanon mission to make informed decisions and better manage USAID/Lebanon implementing partners’ (IP) performance throughout the country. The project will provide consistent, relevant, and frequent performance monitoring and reporting of Mission activities and projects, day-to-day information needed to make management decisions, and most importantly, field monitoring support to USAID Lebanon staff, especially for activities located outside of greater Beirut.<p><br></p><ul><li>Please note: Only Lebanese citizens are eligible for this position**</li></ul><p><br></p><strong><u>Position Summary</u></strong><p><br></p>The Monitoring Specialist will work with the MEPL team to support performance monitoring of USAID/Lebanon-funded activities, including outcome monitoring and compliance monitoring, ensuring robust and rigorous data collection and quality control. The Specialist will also support the design of data collection instruments and monitoring approaches, lead review of relevant activity documents, coordinate with implementing partner points of contact, conduct site visits based on the approved instruments and approaches, and ensure the quality and reliability of the collected data. Following site visits, the Specialist will perform analysis of the collected primary and secondary data and draft reports based on site visit findings.<p><br></p><strong><u>Responsibilities</u></strong><p><br></p><ul><li>Support development of data collection instruments for administration during site visits, data collection plan, and data analysis plan. </li><li>Ensure data collected is high quality, free from errors, and in line with the technical design of the monitoring approach.</li><li>Travel to sites to monitor activity progress and implementer compliance with USAID regulations and/or achievement of relevant outputs and outcomes.</li><li>Clean and analyze data as it is received.</li><li>Prepare preliminary reports for review.</li><li>Support data quality assessments that MEPL may conduct for performance indicators used on Mission activities.</li></ul><p><br></p><strong><u>Qualifications</u></strong><p><br></p><ul><li>Bachelor’s degree in international development, social sciences, economics, or a related field is required. Master’s degree is preferred.</li><li>Minimum seven years of experience in data collection, analysis, and quality control related to performance monitoring of donor-funded activities are required.</li><li>Experience with quantitative and qualitative research methods is required.</li><li>Experience with USAID MEL approaches and tools, particularly ADS 201, is strongly preferred.</li><li>Experience with mobile and web-based applications is preferred.</li><li>Proficiency in Microsoft Office, such as Excel, Word, Outlook, and PowerPoint, SPSS or STATA, and qualitative analysis tools is required. </li><li>Strong management, analysis, reporting, and communications skills are required.</li><li>Fluency in English and Arabic is required. </li></ul><p><br></p>MSI is an equal opportunity employer that values diversity and inclusion.
