<p><strong>JOB DESCRIPTION</strong></p><p><br></p><p><strong>1 – JOB IDENTIFICATION</strong></p><p><strong>Job title:</strong> Programme Officer</p><p><strong>Headquarters:</strong> Jbeil, Lebanon</p><p><strong>Location:</strong> Jbeil, Lebanon</p><p><strong>Functional area/Business Unit:</strong> Programme team</p><p><br></p><p><strong>2 – MISSION</strong></p><p><br></p><p>The Program Officer (PO) position at Qualisus is driven by the mission to effectively acquire, manage, and implement projects that align with the organization’s strategic objectives. With a focus on delivering high-quality and timely outcomes, the PO plays a central role in coordinating and collaborating with diverse stakeholders at field, client, and thematic levels. By leveraging strong project management skills, critical thinking abilities, and effective communication, the PO contributes to the overall mission of Qualisus by making a tangible difference in the communities and sectors served.</p><p><br></p><p><strong>3 – MAIN FUNTIONS/ RESPONSABILITIES</strong></p><p><br></p><p><strong> Project Acquisition </strong><span>% Time Committed to 20%</span></p><p>β’ Lead/contribute to the application process for the new project opportunities, including drafting of the project proposal, service breakdown and methodology.</p><p><br></p><p><strong> Project Management </strong><span>% Time Committed to 20%</span></p><p>β’ Lead project implementation from the kick-off to the close out of each assignment.</p><p>β’ Develop and regularly update the detailed implementation plan for each active project.</p><p>β’ Effectively coordinate with all stakeholders involved in the project implementation by holding regular work in progress meetings and following up on key deliverables.</p><p>β’ Ensure project filing is maintained in line with Qualisus Filing Guidelines.</p><p>β’ Support and on some occasions lead client engagement and regular progress meetings.</p><p>β’ Track and regularly update the line manager on the project progress in terms of itsβ scope, timeframe, and cost.</p><p>β’ Support in building the capacity of the Project Research Assistants and other stakeholders as required.</p><p><br></p><p><strong> Project Implementation -</strong><span>% Time Committed to 60%</span></p><p>The project implementation phase is divided into three sub-phases (inception, data collection,</p><p>analysis, and reporting) for the majority of the services provided by Qualisus. The Programme</p><p>Officer is expected to follow the Qualisus Standard Operating Procedures (SOPs) across all</p><p>the services delivered and within each of the sub-phases of the project.</p><p><br></p><p>Inception Phase:</p><p>β’ Tailor all standard templates (e.g., inception report, evaluation/research matrix etc.) to the specificities of the project at hand.</p><p>β’ Lead the preparation for the internal and external project kick-off meetings, including development of the main talking points, templates, and coordination with all key stakeholders to ensure their attendance and readiness.</p><p>β’ Lead on the desk and literature review processes.</p><p>β’ Lead on the development of the evaluation/research matrices as well as the prioritization exercise.</p><p>β’ Lead the development of the data collection tools (e.g., surveys, key informant interview and focus group discussion schedules) and the inception report.</p><p>β’ Deliver all project tasks in a timely and effectively planned manner.</p><p><br></p><p>Data Collection:</p><p>β’ Lead the development of the data collection plan and various templates to be used during the data collection process.</p><p>β’ Support in the recruitment process for data collectors, including attending interviews and drafting assessment tools.</p><p>β’ Lead the preparation and delivery of training sessions to data collectors.</p><p>β’ Hold accountability for tracking the progress of data collection and leading on daily debriefing sessions.</p><p>β’ Ensure that data quality assurance measures are in place and are followed.</p><p>β’ Lead on problem solving throughout the data collection process, adjust the methodology and tools if and when necessary.</p><p>β’ Ensure that data protection protocols are in place and followed.</p><p>β’ When necessary, conduct and transcribe key informant interviews and focus group discussions in English and Arabic.</p><p><br></p><p>Analysis and Reporting</p><p>β’ Lead the analysis of the collected data.</p><p>β’ Prepare and lead presentations of key findings to the client agency.</p><p>β’ Lead in the preparation of the final report (including any supplementary materials e.g. fact sheets), whilst coordinating inputs from various stakeholders.</p><p>β’ Close out the project programmatically.</p><p><br></p><p>Other Services:</p><p>β’ Support in the logistics in capacity building service provision.</p><p>β’ Support in drafting proposals and reports under business development services.</p><p>β’ Additional tasks might be requested based on needs by the line manager.</p><p>β’ Attend and actively participate in all forms of capacity building provided by Qualisus. </p><p><br></p><p>Codes of Behavior</p><p>β’ Abide by and follow Qualisus policies including Child Protection and Child Safeguarding, Prevention of Sexual Exploitation and Abuse, and Do No Harm among others. Comply with Qualisus data protection and assignment confidentiality protocols.</p><p>β’ Behave in compliance with Qualisus Code of Conduct and Research Ethics when conducting fieldwork and representing Qualisus in the field.</p><p><br></p><p><strong>4 – SKILLS / COMPETENCIES</strong></p><p><br></p><p>1. Project Management: Ability to lead project implementation from kick-off to closeout, develop implementation plans,</p><p>coordinate with stakeholders, track project progress, and ensure adherence to timelines and budgets.</p><p>2. Proposal Writing: Proficiency in drafting project proposals, including the ability to clearly articulate the project’s</p><p>objectives, service breakdown, methodology, and value proposition.</p><p>3. Communication: Strong verbal and written communication skills to effectively engage with clients, stakeholders,</p><p>and team members.</p><p>4. Planning and Organization: Excellent organizational skills to develop and update detailed implementation plans,</p><p>manage multiple projects simultaneously, and ensure tasks are executed in a timely and well-planned manner.</p><p>5. Analytical Thinking: Strong analytical and problem-solving skills to tailor templates, conduct literature reviews,</p><p>develop data collection tools, analyze collected data, and generate actionable insights.</p><p>6. Attention to Detail: Meticulousness in maintaining project filing, ensuring data quality assurance measures,</p><p>following data protection protocols, and adhering to Qualisus policies and codes of behavior.</p><p>7. Teamwork: Ability to coordinate with multiple stakeholders, including Project Research Assistants, technical specialist and field teams, fostering collaboration, providing guidance and support, and building their capacity as</p><p>required.</p><p>8. Adaptability and Flexibility: Capacity to work in a dynamic environment with changing priorities, adjust</p><p>methodologies and tools when necessary, and handle additional tasks based on the needs of the line manager.</p><p>9. Innovation and Critical Thinking: Demonstrated ability to think critically, identify opportunities for innovation, and</p><p>implement innovative solutions that enhance project acquisition, management, or implementation.</p><p>10.
