Discover this great opportunity in our Al Udeid Air Base, Qatar location.<p><br></p>Bring your Program management and Civil Engineering expertise and collaborative skills to make an impact towards delivering Civil Engineer expertise strengthening installations and enhancing combat power.<p><br></p>Serco is seeking experienced Program Managers to help us provide excellent customer service to a worldwide customer base to include Department of Defense (DoD); Combatant Commanders (COCOMs); Headquarters Air Force (HAF); Air Force Installations and Mission Support Center (AFIMSC); Air Force Major Command (MAJCOMs); Air Force installations; US Agency for International Development (USAID), and other customers supporting the National Command Authority.<p><br></p>You will be part of a large, global team of Program Managers, Civil Engineers, and Operations analysts that works closely with the customer and other Serco teams to provide Acquisition Support Services. You will support all phases of the acquisition cycle to include support in requirements definition/development, efforts to assist awards, handling, management and measurement of contracting actions including contract closeout for non-OASIS contracts<p><br></p>In this role you will, support our customer’s development of and execution of Civil Engineering projects. Our CE PM provides direction on projects from inception through completion and provides technical and managerial assistance on all aspects of project management to comply with the technical requirements of the contract for the customer.<p><br></p><ul><li> Requirements include duties related to government contract and customer task order file management and documentation, Request for Proposal development, business analysis and recommendations, cost-price analysis, development of solutions and recommendations regarding contractual issues and preparation of final task order documents for review and signature by the Contracting Officer. The PM shall support the pre-award and post-award contracting activities such as: Construction efforts, design/build services, Information Management and Telecommunications, Research and Development support, Services support and Environmental Remediation/Restoration support in support of primary and secondary government customers. The OASIS PM shall not perform inherently governmental functions as defined in OFPP Policy Letter 92-1, Inherently Governmental Functions, and FAR Subpart 7.5, Inherently Governmental Functions. The PM shall not make decisions, give direction, negotiate, or sign contracts, on behalf of the Government. </li><li> Pre-Award Support/Post-Award Support. The PM shall advise and assist AFCAP customers and Government Program Managers in the management of AFCAP requirements throughout the development, execution and administration phases of AFCAP Task Orders. In assisting the government customer to manage and oversee non- OASIS contracts, the PM shall assist the Government Program Managers in defining task order requirements, developing PWSs, Statements of Work (SOWs), programming documents, DD Forms 1391, cost estimates, and other components of the acquisition package for Government Program Management approval and submission. The PM and their team shall provide accurate and coordinated documents unless otherwise approved in advance by the Government. </li><li> PM shall advise and assist customers and Government Program Managers with requirement generation advice, recommendations, and delivery strategies based on scope and complexity, level of requirements definition, and otherrelevant factors. </li><li> The PM shall ensure Air Force efforts to be executed are properly received and/or coordinated in accordance with (IAW) the contract. Execution approval and/or funding will come from and/or through the Air Force Component to the COCOM (AF COCOM) or MAJCOM Civil Engineer or Director of Services. </li><li> The PM shall advise and assist customers and Government Program Managers with the development of Independent Government Cost Estimates (IGE) as needed. </li><li> The PM shall advise and assist customers and Government Program Managers with the development and assembly of documentation required to garner Contracting Officer approvals. These documents include Requirements Approval Documents (RAD), Certification of Non-Personal Services, Manpower Mix Determinations, Content Data Compliance Standard Checklist, Essential Service Determination, Funds Assurance Letter or applicable funding documentation (Operating Budget Account Number—OBAN, AF Form 616, Military Interdepartmental Purchase Request—MIPR, Interagency Agreement), Organizational Conflict of Interest, Non-Disclosure Agreements and the applicable appointment of Government oversight personnel documentation for individuals who will be performing quality assurance oversight of the AFCAP Contractors. PM is to advise and assist customers in ensuring that the AFCAP task order follows programing and financial regulations. </li><li> PM shall assist in the response to AFCAP PM requests for information and amendment preparation of Fair Opportunity Proposal Request (FOPR)/Request for Proposal (RFP). PM shall organize, attend, and document pre-proposal site visits as required. Attendance shall be in person, via teleconference, or by online meeting. </li><li> The PM shall advise and assist the customers and Government Program Managers by providing draft recommended answers to questions posed by the AFCAP Contractors. The PM shall provide recommended answers to the Government for review and approval. </li><li> PM shall advise and assist the customer and Government Program Managers on technical evaluations of AFCAP PM proposals. </li><li> PM shall provide (in coordination with the AFCAP task order customer) complete, timely, and accurate assistance on AFCAP task order requirement packages and modification packages. The PM shall assist the Government in all activities related to technical evaluation of proposals through the negotiation and award activities of AFCAP task order requirements and/or modifications as required, complying with applicable planning, programming, acquisition, funding and financial management regulations, processes, procedures, obligations, and published timelines. </li><li> PM shall identify Government oversight shortfall on Government Contractor task execution and offer viable corrective recommendations. </li><li> PM shall advise and assist the Government in planning and implementing the total property management system for the assigned AFCAP task order Contractors and for the continuous surveillance/evaluation of the AFCAP assigned task order Contractor’s property control systems. </li><li> PM shall assist the Government in reviews and analyses of new task orders to determine and ensure that the assigned task order Contractor’ property control systems and procedures are adequate to fulfill customer contractual requirements. </li><li> PM shall assist the Government in assuring that there are no unresolved issues outstanding pertaining to property administration matters prior to recommendation to final property closeout. </li><li> The PM shall provide technical expertise to the Government at meetings worldwide. The PM shall deliver technical presentations, provide agendas, meeting minutes, and facilitate meetings. </li><li> The PM shall perform and deliver technical reviews of data deliverables submitted by non-OASIS Contractors. Reviews shall assess functional and technical accuracy/completeness, and compliance with applicable regulations. Deliverables shall state whether non-OASIS technical deliverables satisfy specifications and schedules and shall include written recommendations regarding acceptance or rejection of documents by the Government. </li></ul><p><br></p><strong>Qualifications</strong><p><br></p>To be successful our candidate will have the following qualifications and experiences.<p><br></p><ul><li> DoD Program Management of complex and highly technical, multi-million dollar efforts. It is more advantageous to the Government if the experience is at a Program Management level versus a Project Management level and this experience was with a multi-faceted, highly complex, multi-billion dollar program. </li><li> Technical Writing and Evaluation of complex and highly technical proposals. </li><li> Experience in Fiscal Law (Congressional Appropriations and Authorizations), sometimes referred to as “color of money” and applies to the planning/programming of appropriated funded maintenance, repair and construction projects as well as use of operational funds, medical, housing, investment funds (equipment and infrastructure/facilities), special Congressional appropriations and supplemental, obligations, commitments and outlays. </li><li> Experience in preparation of turnkey, design-build, design-build-operate and traditional construction contract packages, and requests for proposals. </li><li> Federal Acquisition Regulation, DoD Regulations, Directives and Instructions, and Manuals, Joint Publications, Air Force Instructions, Pamphlets and Handbooks.
